Geforce Gtx 1660 Ti Sc Gaming Ultra, Fan speed issues

Hi, i am having an issue with my fan speeds on my card. Ive tried Afterburner, SpeedFan, and Argus with same results. The card still does fine with keeping a safe temp of around 80c. The card will randomly jump from 80% speed around 2600 rpms to, im guessing, 100% speed around 3680rpms and then back down again. It will do this a few times in a row sometimes or just once or twice randomly. I have tried uninstalling and removing programs and drivers etc. I have also tried manually setting the speeds along with using a curve to no avail. I maybe have a feeling there is some software telling it to go into Oh (Edited out for Foul Language) mode when it hits a temp or something but i have no idea.

    Only occurs at higher temps like 80c?
