Hello.  Just purchased and installed GTX 980 FTW 04G-P4-2986-KR into my system.  Upon boot, as soon as I hit the power switch on my PC, the 980 fans spin up to maximum RPM.  As the computer boots, the fans slowly spin down and once the computer is booted up, the fans stop spinning altogether.  Randomly, the fans will spin up to maximum during computer shut down too.
 
My question:  Is this normal fan behavior, or is this a problem?  Quite simply, are the fans supposed to spin up to max during boot?
 
During normal operation I realize the fans aren't supposed to initialize until around 60 degrees Celsius, so that is not an issue.
 
Incidentally, I just replaced a GTX 780ti Classified with this card.  The 780 ran fine.  By all indications, the 980 performs fine during gaming/browsing with no hiccups at all.
 
I have checked and re-checked all connections, uninstalled drivers and the card to re-seat, etc.  I use Precision X during gaming, but not on boot, so there are no profiles trying to load during the boot process.  
 
My specs:
MSI Z97 Gaming 7 MOBO Bios 1.8
Intel I7 4790 Processor
16GB Crucial Ram DDR 3 1333mhz
Intel series 530 SSD
Windows 8.1 64bit
Sony Optical drive
Rosewill 1000 watt PSU
 
I submitted this question to tech support and received two different answers, so I am confused as to what this card's fans are actually supposed to do upon boot.  Any help would be greatly appreciated.

Mine seems to spin at full speed for a second or so when booting. My case fans do the same thing as well.
I just assumed they run at full power till it loads the fan settings from the bios.
 
But they dont do it during a shutdown for me..
 
Just yesterday I was trying to figure out a way to get my fans to start at lower speeds when windows boots because right now its like this: Power up pc > fans at 100% > a second later they go down to like 25-30% per my bios settings > log into windows > they go back up to 100% > a second later speedfan loads and they go back down to 25-30%. I dont find it a big deal because once everything loads they are fine and dandy, just having the fans ramp all the way up to max for a second at these 2 points is annoying lol.
 
 
 
But anyway, I think it might be normal for them to spin up to max prior to the bios settings loading. But someone probably knows more about it then I do.

It's normal for the ACX cards to spin up on boot.

This behavior is perfectly normal for the majority of video cards with 4-wire fans. It's normal for 4-wire PWM fans in general. 4-wire PWM fans connected to a motherboard will usually exhibit the same behavior.

It seems to be expected from the FTW version, as startling as it can be. I've had two 780ti SC ACX plus two TitanBlack SC ACX plus three 980 SC ACX2 cards and none of them sound like the 980FTW at boot.

Ahhhh, ok then!  Thanks a million for all your answers to my question, I really appreciate all of you taking a moment to help me out!  I feel much better knowing my card is performing as it should.  Cooling fans immediately ramping up to 100% as soon as the computer power switch is pushed is something I was not accustomed to in my many years of building and gaming, but I am now feeling much better about it with the knowledge I am not the only one.

Lol, yep my GTX 970 FTW does the same upon booting up the system.
Let's us know the fan does work when needed !
