GTX-1070Ti not detected on risers

Mainboard in question is an Asrock h110Pro BTC+. Terrible time waster of a mainboard. Lots of different combinations tried. This board has known issues with GPU slot detection well spread across the internet. It will detect other types of cards to include the MSI Aero GTX-1070Ti, but the EVGA cards will not detect and run. Fans stutter just like noted in the above thread and card will show RED in BIOS detection utility. 2 weeks of chasing this problem. Some card detection was imporoved by going to later GEN PCIe risers, but still no luck on the EVGA Waiting on some GEN 9 risers. Also will not detect a plain GTX-1070, but WILL detect a GTX-750Ti. What could be the quirk with respect to the 1070Ti and the Mainboard that refuses detection? All power to mainboard and risers is fully correct. If anyone has dealt with this issue and solved it please get in contact. Last resort is moving to another mainboard.

    What PCI-E generation are you using in your motherboard settings? I would suspect that the card is getting picky about noise/interference on the PCI-E bus and is not successfully executing the handshake in time. Can you confirm that fast boot is disabled and spread spectrum is enabled? I don't know what else you could do other than trying to reduce the PCI-E generation/revision, reduce PCI-E clock speed, or use cables with better signal.

    Fast Boot is disabled. That BIOS does not have a " Spread Spectrum " unless its listed under another name. This is the other thread that has the same symptom:
    I am very curious as to the cause of this kind of behavior when the card is supposed to initialize with respect to the BIOS.
