Now I already know that I can't overclock this card. But is there anything I CAN do to squeeze anymore performance out of the card? It's DX12 compatible but I can't seem to run past 30fps if I run that settings high.

    Besides turning down resolution and disabling AA in games there isnt much you can do to boost performance other than getting a new card. However I do believe you can set the power and temp target higher in PrecisionX

    Why can't you overclock the card? The GTX 650 is getting to be a very dated card, and I think expecting high quality settings, especially with any new games is very far fetched. If you're no longer happy with the performance of your GPU it sounds like it is time for an upgrade
    p.s. Even if heavily overclocked don't expect miracles, as 3-5FPS is about all you will see.
