Is this to good to be true? Or because they're outside the US pricing is different?

    It is a scam, I have bid on a low price GPU similar to that and ebay shortly took down the listing saying the account is compromised. Most of these low price GPU listings on ebay are down withing a few hours because ebay removed them for this reason. In the current market, if it is new, it will not be below MSRP. Only way to get a decent price right now is in the used market but that is still a crap-shoot.
