My GTX 1070 Ti SC fan over VRM is making whining/vacuuming noise at 900-1200rpm range (Need to stay under 25% or over 33% to skip whine.). It is VERY anoying especially when my system otherwise is very quiet.

1. Card still have waranty.
2. I cannot send the card to waranty because I dont have replacement card to use in the meantime. (Sending it to waranty will take a month.)
3. EVGA will not give me Advanced waranty because Im "second class" customer.

I ordered replacement fans from amazon.uk but they were broken too. (One of the fans wobble 3-5mm, but it didnt whine any more.) I sended it back to refund and there are no more those fans in stock.

So I need a new fans.

Hey. Same problem, dude.
I solved it with custom fan curve. Months of testing and best settings selection. Just try it and say what you feel.
5% when idle. 15% when 55C. 35% whem 70C. 15C hysteresis.

So you hear whine only 1sec when fan jumping from 15% to 35%. Next whining will be when you exit game and card cooled down to 55C (remember "15C hysteresis" ?)
As you can see 35% is maximum in my settings. I use card over 2 years - nothing was broken with temperatures 79-83C. BUT i use curve with downvolt. 950mV working stable with 1900MHz (no profit at all with fps at +130~150MHz). +500MHz for memory also seems to be stable over years.

If curve and downvolt is hard use to you then make sure to set fan maximum around 40-45% (more starts to be audible).
Good luck!

You can double-click in the Fan Curve Editor to change it from a curve to steppings..Then you can drag the setpoints so that the fan speed doesn't change at all between, say, 20C to 35C.

In the example I made for you below in the attachment, I made it 20% at 20C, then 35% at 35C, then 50% at 50C, then 100% at 60C..That way, the fan speed goes directly from 20% to 35%, skipping over the speed in between.

You can delete setpoints by clicking on them and pressing the keyboard Del key..You can add setpoints by clicking anywhere on the fan speed line..You can toggle between curve and stepping by double-clicking in the graph area.

Of course if it's under warranty, you can RMA it to EVGA.

1. Temperature hysteresis does NOT work on EVGA presicion. Any of them.

2. Temperature hysteresis works on MSI Afterburner, but Afterburner is causing random BSoDs.
