Can you try setting the NVIDIA control panel performance setting to "Prefer Max Performance"?

I am throwing in the towel here.
For whatever reason, whilst this game worked just fine initially with my new 2080 Ti FTW3 Ultra, now the card can't run it.
 
I did complete sweep of the drivers with DDU, and a complete clean install of the latest Nvidia drivers.
 
No dice, not a change. Card runs at 1350 Mhz and performance is really,, really bad. I have played this particular game for probably the last year or so pretty much on a daily basis, and have never seen this. 
 
Really, really frustrated...
 


Heroes of the Storm doesn't get my card over 1350 either.

Yes that is what it has been set to thanks. 
I am at a loss on this one - just ran a different game and boost ran just fine.
It apparently is just this game for some reason with this new card.
Did not have this issue with this game on my 1080 Ti FTW3, played it daily just about.

Heroes of the Storm doesn't get my card over 1350 either -- including with the Global setting of Prefer Maximum Performance, and/or the application setting. I've tried it all.

I have tested my game without even Precision X1 running, still same issue.
Also tested both windowed and full screen, same result.

I get a low score in fire strike too. Not a big deal though as fire strike is a 1080p test. I don't game at 1080p. I game @ 4k. I'm #20 on the fire strike extreme graphics score list.

This can happen when Game/app doesn't utilize GPU much, if in your game GPU utilization is at low 35-45% the boost clocks will not activate will stay in lower power state this is not a defect its by design. check your GPU utilization if its anything over 50%-99% and still stays at those lower clocks then something is wrong!

Shouldn't be a problem if you're only using afterburner for the lock feature, and doing everything else with px1.

That's your problem its the game, try unlocking FPS or just do like Sajin said try afterburner lock feature.
Card functions exactly as it supposed to.

D did you try setting "prefer maximum performance" in the NV control panel to see if it ramps all the way up.

The fix for your issue would be to use the lock feature inside msi afterburner. The lock feature is basically like k-boost.
 
My oc guide uses the lock feature. 


So I need to set max voltages of some sort, not really wanting to overclock just get this thing to run at stock boost?
 
Edit: This locking frequency feature  may be a little beyond my scope, was trying it and somehow got it running at 2025 with 1045Mv.
Got scared and quickly pressed back to default button before continuing on. No idea what voltages are safe or not.
Little afraid I am going to screw up my card.
 
All's I want is my GPU to boost to around 1980 Mhz at stock in this one particular game like it does in my other games.

No, you can just select the highest mv range to make the lock feature work. It won't actually apply the full voltage unless you follow through with my oc guide.

Simply select the 1200mv dot, press CTRL+L to make the yellow line appear, then click the check mark button on the main gui screen to apply the lock feature. 
 
To disable the lock feature simply open the v/f curve editor, and press CTRL+L again to make the yellow line go away, then click the check mark button on the main gui screen again to disable the lock feature.

Well that was a whole lot easier than reading through all that guide lol, I was getting confused. Thanks so much!
Ok so as I sit here my card is running at desktop, 2010 Mhz, and 41c GPU temp.
Going to try closing AB and opening PX1 and see what happens.

Just tested same mission I was trying before, card still running 2010 Mhz and it is at 1063 mv.
 
I did not spend a lot of time in the mission but will have more time tomorrow. One thing I did notice, whereas with this mission before my GPU usage was like between 36-40%, now at least for what I saw this time with the card locked, it is like 28-30%. Course temps were will good, GPU was only around 45c.
 
Anyway I will get more time tomorrow, at least now I know I can get full speed out of this card Mhz wise in this game!
 
Maybe when I get my new i9 rig running in a few weeks all will be better also. I think my aging rig maybe has trouble feeding the beast of a GPU lol.
