Yes trim is enabled and i did the performance operation. I will check out the programs suggested when i get home today from work.

So after alot of messing around, updating everything i could, i think i finally got the situation under control. *Fingers crossed*
 
From what i could tell it was due to a windows update that was stuck. It would not download and install. It was just stuck at 0% downloading and never moved. If i tried to reset windows update then it would give me a download error.
 
So i just manually downloaded the update, installed, then ran windows update again for 3 or 4 more updates after. Since then it seems all speeds and behavior have returned to normal.

Windows 10. Here is the specific update and error it keep showing:   2018-05 update for windows 10 version 1709 for x64-based systems (kb4134661) - error 0x800706ba

Typical Windows 10 giving someone issues. Windows 10 is like having Vista all over again. XP was good, Vista was garbage, 7 was good, 8 was meh and 10 is turning out to be garbage.
