Questions from a noob user?

So I was told by someone to try this application out that it might help with my system from going into overdrive when I play certain games. Most games my system's fan's will run normal but other games it sounds like a jet engine. I was told that lowering?? my voltage would help that? Sorry if that doesn't make any sense this is all new to me lol.
I'm running a Aurora R12 with a GTX 3800.
 
This is what I see when I'm running this particular game. What settings could I change to lower the fan speed so it doesn't sound like it's going to take off but also to keep my GPU cooled.

    I wouldn’t advise lowering your fan speed in the games that make it run like a jet engine as you’ll only be making the card hotter by lowering the fan speed.

    Yeah I realize lowering the fans are probably not a good idea. But would lowering the power or voltage maybe help? It's really the only game that seams to make my fans go wild.

    Yes, lowering the power limit should help cool the card off. You’ll lose some performance by lowering the power limit too far, so you’ll need to play around with the power limit to see what works best for you.

    test 90% to 95% on the "Voltage limit", that has helped me keep temps down from 100% V & performance loss was minimal
     
    Also setting a manual fan curve where the fan always spins & fan speeds up to 50% by 50C can help keep temps down
