Help RTX3080ti FTW3 Won't send signal

Everything lights up in the machine, even the gpu - ezdbugled: cpu light comes on then goes to vga light and stays there.  No signal out of any port on GPU
 
Specs:
3900x
MSI B550 Thomahawk
Crucial 3600mhz DDR4
Corsair 850 watt psu
 
Things I have tried:
Replacing mobo from b450 to b550, same exact error
3 different gpus work - 2070 super -1660ti- and quadro p4000
tested all pcie 8 pin cables in different configurations with these cards and they all work
tried booting system without case fans/pump and any ssds
reseated all connections several times, on both sides of psu
updated bios on both mobos

    Hapoened to my 3090ti.  RMa. Got new one. With a week it hapoened again.  When did it happen? Mine was immediately following an update and shutdown both times.

    I had it for two weeks working great, moved it to a new case and this started happening.
     
    There was a windows update that installed during my switch I believe, is that connected?

    I mean both of my issues happened when the update hit.  Bricked the gpu.  Im asking for a refund now.  1 card is understandable but 2 in a row is not coinicidence.

    Try this real quick man.  
     
    Boot using your onboard. Once fully in switch your cable from onboard to gpu and let me know if that works.

    Both of you need the new NVIDIA drivers updates. As a Golden rule never install updates from Microsoft or elsewhere without setting a new restore point in your system recovery.

    On the newest driver and tried three different fresh windows installs 20H2 2004 and 1909
