The fans don't spin unless I manually set it to a percentage using the precision X software doesn't work in auto either.

I'm pretty sure by default the fans wont turn on unless it needs to (stress or load). The heatsinks on these cards are pretty beefy.
Run a benchmark and see what happens. Take note if fans turn on and GPU temperature

Yeah they start working at a higher temp

I like custom profiles, that keep the fans running .... I'm not looking for silent
make sure the correct boxes get checked, apply & then save under your current active profile number ... close X1 .. then open X1 & check that your settings are correct
I only use start with OS - After - my OC settings are established

You could also use the little hardware switch for OC and Normal at the side of the card to let them spin permanentely. OC does it but should only be activated when the card isn´t running.

if you want them to run all the time you will have to manually set the fan speed, or set up really aggressive custom fan curve. If you did one or the other and the fans still do not want to spin there may be an issue.

I believe you are correct, the XC variants of the 3070 do not have the BIOS switch. I am not certain, but the 3070 FTW version might.
