well, i've heard good things about evga support but they dont respond to my ticket or mail. 
 
I bought rtx 2070 super ftw3 tultra  from a friend which he bought from amazon.de. after he deregistered the product and i registered it back and uploaded the original invoice.
after, i notices there is a coil whine and clicky noise when fans start to work in every 10 seconds. (i had to make a curve to get rid of it but its annoying)
 
and i contacted to evga support last week. they respond me in 6 days like :

To assist you with the warranty service, which would be the best way to fix your card,
there are some steps, that have to be done.

One of them would be, because your uploaded invoice document (from the first owner) is not sufficient enough,
the proof of purchase that you are the second owner.

As soon we have that document, we can start immediately the warranty service for you,
to fixing the card.
 
After i asked if bank receipt is okay but they dont respond vie mail, twitter, reddit or ticket.
what should i do? i will have to return the card to a friend if i cant get it under warranty because it has 900 days left.
 
ps: cant call their phone number, it is pretty expensive from where i live.

 
there is a coil whine in games and
clicky noise in every 10 seconds when its on auto fan. there is nothing wrong in games about clicky noise.

I seem to recall posts about clicky noises when the fan kicks on....if you set it to constantly on, do you hear the sound?
 yes. it goes on and off constantly. i made a fan curve, it stopped but it is really annoying :(
I think maybe the fan activating may be why it clicks....it comes on at certain temps and goes off after it cools off the card...?
 
Not sure that's the reason, but maybe.
 
The coil whine is a different issue......is it REALLY bad? Normal coil whine happens.....mostly I can't hear it because my hearing at near 60 is
pretty bad.
it is pretty bad in some games.
 
but my main issue is here, i cant get warranty. they are asking for a document, i uploaded a bank receipt which i sent to my friend, and they dont respond.
card has around 900 days warranty left and i made my buying decision depend on this.

I'm pretty sure he's referring to EU support...the US based support is very quick to respond....usually..I'm hoping a Mod hops in here and elevates this.
