RTX 3080 XC3 Ultra does not sustain listed boost clock under full load

Hey everyone, I'd just like to ask about experiences with this card in terms of clock speeds. I haven't tweaked anything though I've merely run Precision X1 which detected a firmware update and let it install. My card runs at 77-78C gaming on the stock fan curve, which goes up to the low 70's % fan speed, which is pretty quiet and it is in a Cooler Master Mastercase Pro 5 with a 280mm rad in push/pull at the front, providing the card with decent airflow and space. As far as I've seen here these are completely normal results, but I've also noticed that the 1755 MHz boost clock cannot be sustained in games which load the GPU to 100%, I've seen as low as 1695 minimum so far. Power limit seems to be pegged at 320-330w max and according to GPU-Z, the reason my clock speeds are limited. 
 
I don't have a big issue with this but I'd like to know whether this is normal behaviour, that the 1755 MHz boost clock isn't guaranteed and the only number which is guaranteed in a sustained manner is the 1440 MHz base clock of the RTX 3080. Is this correct? If so then I believe my card is running in spec.

    Since it isn’t holding the advertised boost clock you could rma it for that reason.
