Black screen and fans on high

Running a 2080 ti. Power on the PC and the fans come on wide open but I have no light or anything on displays. Have not had an issue when the card is working and gaming.  Thoughts?

    You try powering the card with a different set of pci-e power cables?

    Tried a totally different power supply that is good and still the same issue. I've never had an issue while the card is working at all. It's only when I power down like overnight and then try to turn the PC back on the next day and I get this problem. I take it to my local repair shop and they get it back going again but then the same issue happens. Thanks for the help

    Another person with a 30 series card was having a black screen issue on a cold boot (the fans were not at 100% as far as I know). He resolved his issue by turning off Windows 10 fast startup, and turning off the motherboard BIOS's fast boot.

    If the pc shop got it working you should ask them what the issue was, and what they did to get it working. My next advice would be to try it in another pci-e slot.

    I will give both of these a try tonight. Not sure what all he did but he did reset the bios. Now he says it displays bios but quits when windows starts.

    I'd try booting into safe mode, removing the drivers with ddu, and then installing clean drivers in normal windows mode. If booting into windows produces the same issue after doing that I would try all the available outputs on the gpu. If still no dice I'd try a different psu, and if still no dice I'd try the card in another system to see if the issue will follow the card to another system.

    The issue does follow the card, he tried that. This is what he did.
    I flashed the bios on the card with the original, not the updated one. I didnt take apart the card but id also advise seing If there is a physical bios reset switch on the card to help get it back to factory settings. For some reason windows will not let the card display anything at all. Although it still works to display the bios

    The card needs to be rma'd then since it's acting the same in two different pc's.
