Fan not spinning

Hi there, i have searched and cant find quite the answer to this. 
One of the fans on my EVGA 2070 super seems to have stopped working. When gaming i dont see it come on, and temps sometimes are up to 80 degrees. 
When i use EVGA Precision X1 software to control the fans manually, the fan also doesnt spin please see the attached screen shot where i have manually set both to 62% but fan 1 is showing 0 rpm vs ~1800 rpm on fan 2. Is this a bad card?

    Yep, sounds like card needs to be rma’d.

    I am sorry your having an issue with the fan on your 2070 Super.  Please submit a support ticket, with the picture from Precision X1 attached, so we can try some troubleshooting, or if needed, we can setup an RMA to a replacement for your GPU.  See the link to send a Support Ticket.
