WHY ALL THE YELLING?
Which BIOS position is the switch set to on your 1080Ti FTW3? If it is set to to Master, power down your computer, unplug it from the wall, set the BIOS switch to Slave on your video card, plug your computer back in, and boot up. 126 or 127% should now be available.
It's kind of unlikely to make a big difference, but worth a try.
Regarding crashing with an overclock: overclocking is kind of a matter of luck. The phrase is "silicon lottery". There are tricks and tweaks you can fiddle with, but ultimately it is up to your GPU core and memory when determining its maximum overclock potential.

This ^^^ If it is not, slide the card's BIOS switch to the Slave/OC position (toward the 8-pin PCIe supplemental power connectors) and restart your PC. And your overclock is too high/unstable causing the benchmark to crash.

NO, YOU SHOULDN'T HAVE TO UNPLUG IT FROM THE WALL, BUT ITS HARD TO BE SURE WITH ALL THE LOW-POWER EFFICIENCY OPTIMIZATIONS CURRENTLY IN PLAY. IT'S MOST LIKELY TO WORK BY UNPLUGGING FROM THE WALL, AND LESS LIKELY TO W0RK BY NOT UNPLUGGING FROM THE WALL.
NORMAL/OC, MASTER/SLAVE. SAME DIFFERENCE. EVGA CALLS IT ONE THING FOR ONE PRODUCT AND ANOTHER THING FOR ANOTHER PRODUCT. IT'S HARD TO KEEP TRACK.
