Is this normal? GTX 1080 Ti SC2 heat sink not polished.

My GTX 1080Ti SC2 has been running hot lately, and I've had it about a year and a half, so I took it out to replace the thermal compound and see if that helped.
 
I took the heat sink off and was met with this:
 


 
Every single heat sink I have ever seen in my entire life has been polished to a mirror finish, but this heat sink looks like it was machined and then just had no finish done at all; it was actually uncomfortable to even touch it... Just look at the edges in the second image (might need to open the image in a new tab and zoom in), its literally jagged and the entire surface is in such a state.  And that grayish color shift you see across it isn't a reflection or light, there's no reflection at all, that's leftover thermal paste/stain because I couldn't scrub it anymore, the surface was legit shredding the cloth I was using.
 
Is this supposed to be like this?

    Looks like the typical results of inexpensive mass manufacturing, to me.

    Did they change the way they do things?  When I looked up tear downs/reviews of this model GPU, the images of their heat sinks show a mirror finish.

    I don’t think it would effect performance, but they are typically plated.
