2080Ti Black Edition partial power throttle issue

Hi All,
 
I've experimenting some strange behavior with my 2080Ti.
 
While gaming the GPU will partially throttle the power to about 75% percent for some reason.
It will drop the clock to about 1700's which I'm assuming is due to the power reduction.
 
Apart from that  the card will run fine. The card also does not get hot as it's currently under water and the max I've been able to push it is about 50c
 
I'm assuming something is triggering a safety feature where since I can see the card run fine then drop the power after about 30 seconds in a game.
I've also noticed that it will only does so in games where the GPU is somehow stressed more and you can hear coil whine.
 
I'm leaning towards the VRM overheating but the behavior of the card is just something I've never seen.
 
Any help regarding this is appreciated as RMA'ing the card at this time is not an option.

    Run GPU-Z & look at the sensor tab ... this will indicate what your GPU is doing
     
    Using separate PCIe power cables to each socket on the card ?
     
    Boost 4.0 will only let the card run as hard as is Needed to do the job at hand.  What benchmark are you running ?
     
    Always best to list all hardware & OS details
     
    Even with 50C or less indicated on your GPU - because of water block .... there could still be just one small area of Poor TIM coverage ... this would cause those types of issues. 
     
    How did you apply your TIM ? (method used)
     
    What is your experience level with installing water blocks & building PC ?

    All depends on the game and scenes you're in as it fluctuates to what it needs at the time being so I wouldn't worry too much unless your FPS is dropping unexpectedly.  That could also mean the game might need a update or repair or a driver GPU update or a clean reinstall.

     - I'll check when I get home if this sheds more light on the issue.

     - My PSU allows it to run from one rail/cable (But it's something to try)

     - All my testing has been at 100% utilization @ 4K
     - 3DMark / Heaven (2K Res) / Superposition / MW COD / Battlefield
     
    Always best to list all hardware & OS details
     - OS is Win 10 1909
     - Drivers are current at the time of writing
     
     - CPU 9900KF (Overclocked)
     - Asus ROG Maximus Hero XI Motherboard
     - Corsair Vengeance 32GB 3466Mhz
     - Corsair HX850 PSU
     
    How did you apply your TIM ? (method used)
     - TIM was spread across entire die and and has been removed / applied multiple times.
     
    What is your experience level with installing water blocks & building PC?
     - I would probably fall under high level build experience.
     

     
    I should also indicate that I don't have a water block installed.
    I'm using a Kraken G12 with a 280mm AIO, both back and front plates have been installed on the card and additional heatsinks have been placed on exposed VRM and copper shim.
    Fans blowing on the card on both sides of the front plate.
     
    Truth be told I've messed around a lot with this card so I should not be surprised that it started acting up.

    Hey Sajin,
     
    The card will drop from about 2000Mhz to about 1720Mhz rendering the same scene.
    Power utilization during the same scene drops from 100% to about 75%.
    Card temperatures drop from about 45c to about 35c all while still being used 100%.
     
    Just funny that it will drop power usage and clock speed while rendering the same scene almost like a "partial" panic / safety feature.

    Definitely not safety feature related as you're still above the base clock, and the advertised boost clock of the card.
