Just purchased a 2080 Ti Black. Performance was low in games (COD) and temps were up to 83, I put a water block on it and now temps are 62c on load; however, performance is still crap. I ran a userbench and it showed my GPU performing almost as bad as a gaming laptop. In contrast, my friends 1080ti is getting much better frames at the same settings. I'm running a 8700k with 32GB RAM. 
GPU-Z shows power being drawn jump to ~200w and then max out around 150-160w under load. My last guess was that it was my old crappy PSU (replacement for which should arrive any hour now). 
 
I also tried flashing to an updated bios. Current X1 shows max power to 112% (I have the A chip model that is specified in this post ), but after running the updated exe I just get "ERROR: NV_UCODE_CMD_COMMAND_PREP failed". No luck successfully flashing any other bios with my limited knowledge on how to do so and constantly getting errors showing incompatible firmware or out-of-date nvflash 5.590 (using forums and CMD prompt). 
 
Will try to hook up the new PSU if it comes today but I'm really running out of options.. :(

Isn’t the GPU rated for higher than 250W? Why is it going up to 200W and then settling at 170W? Hope you get better results after changing the PSU.

I followed your exact comment prior to posting. Using nvflash I get ERROR: NV_UCODE_CMD_COMMAND_PREP failed right after "nvflash64 --protectoff". [edited]
 
I even tried a patched version of nvflash and still get other errors... not sure what's wrong. Same thing happens while trying to run that update.exe I linked in the original post.

You need to type nvflash64 not nvflash.

You need to type nvflash64 not nvflash.


Oops yeah sorry I meant to say that. I literally even tried copy - pasting your post line by line and it still doesn't work.

In that case I would suggest trying older versions of nvflash until you find one that works for you.

Don’t have expectations for 100% delivery rate based on ETA. Not sure how long you waited for your PSU. I placed an order for a PSU yesterday on Amazon with estimated delivery in May and today I got “upgraded” to end of the month because yeah, it’s non essential.

Detailed :The request is not supported.
 
I also tried a nvflash64_patched_5.590.0 using the same 2080TI-380w.rom. --protectoff works and during flash it shows the following at the end:

O_O looks like you got one of those new cards that has a different xusb firmware loaded to it. Which means you have to flash back to an older xusb firmware using a usb programmer before you can load the older gigabyte 380w vbios as it uses an older xusb firmware version, or you have to find another vbios that matches your current vbios xusb fw, and which also has a higher power limit.
 
Note: A vbios that uses/matches your current vbios xusb fw should flash without a problem.

And did the new PSU made any difference? Userbenchmark 3D test is so short (in the free version) that higher end RTX cards finish before they can go full throttle. Probably want to use a different benchmark like Furmark or 3Dmark.

Well all I can say is that before swapping the PSU, userbenchmark scored my Gaming at 53% and after it shows 113% () the last run is just now and the one a day before is before PSU swap. COD still gets only 80fps on high-ish settings.. Now I just have to try to look up how to change xusb software and im having no luck finding anything.
 
[edit] I also ran a Time Spy bench. Prior to PSU swap I got GPU score of 7863 and after, the score is 9299. I still think its pretty low for 2080 Ti if somebody wants to chime in but its better than before so I'll take it.

Holy crap.. "simply" lol. Thanks I appreciate the help. I'll look into getting all this stuff. It's too bad the 2080 Ti isnt performing as well as I thought it would.

Just tried. Literally the same outcome if not worse because the command prompt ends up disappearing with no way to see error messages. 
 
I'll do it with the USB flasher but I've been lazy to take the cooler off.

Anytime you see that (on any program), open an elevated CMD prompt by searching CMD, then hit ctrl-shift-enter for an adminstrator CMD prompt. Then, navigate to the file(s) location and run the executable that way. Generally, unless the program calls yet another outside program, it will stay open on error and let you know what it says.
Just in case, since CMD usage is limited these days... To navigate to the folder with the files you need after opening an elevated CMD prompt mentioned above, use "CD \" (without quotes) to get to the root of C:\ Then, use cd and the folder name (such as CD MyFolder\WhereMyFilesAre\)to navigate to the next folder and repeat until you are in the desired folder, then run the executable.
