Low GPU usage

I just recently upgraded from a 1070 ti to a 2080 ti. The first 2080 ti I had to RMA due to artifacts. Just received the replacement and I am having a performance issue. It seems like the GPU is being under utilized, but in only certain games. I have tried everything from trying multiple drivers, changing setting in nvidia control panel, ect. I have it paired with a 2600X and looking at the OSD (every core) it does not appear that it is bottle necking it. running at 1440p 144hz. Reducing graphic settings does not alter fps performance but it does effect gpu usage. Any suggestions? Just unlucky optimization? 
 
Monster hunter world: 50-60% 60-80 fps - CPU usage hovers around 60-70%
Jedi Fallen order: 50-60% usage 70 fps
Modern Warfare: 95-100% usage 144 fps
Wither 3: 95-100% usage 144 fps
Quick FurMark: 100% usage

    Looks normal to me.  Could be the games, drivers or OCs that affect the other game titles.

    Yeah, your gpu utilization depending on game.
    I have same example - gta5 / gta online: gpu usage - aroud 60%, fps - around 100, could be drops to 60. That is not because of your gpu broken - but because game engine is not really good. And bottelneck is cpu (5ghz cpu! R*, cmon!). You can increase your gpu usage with, for example, supersampling - but fps will be low. Well, it is not low if you have 60hz monitor - but low if you want to achieve 120fps. And it is known issue that gta struggle to get fps higher than 100.
     
    Another example - war thunder: gpu usage same 60%. But fps is 120 (vsync). And if I disable vsync - gpu usage going up to 100% and fps is going up to 180 or higher. So there is no problems with game engine at all.
    Another example - a plague tale: gpu usage 100%, fps 80-100. And there is no problems with consuming gpu - but problems with game engine, because for such a "normal looking" graphics it uses SO MUCH gpu (while playing most games my PC consume about 450 watts - in plauge tale my pc going up to 550 watts).

    Funny, I've been playing some older games lately (like Batman Arkham Knight) that were CPU bound at the time, because of the CPU technology at the time. Now, they run fine... Now that I have a 9900K with the 4.7 boost. Sad, but a lot of games are going to be CPU dependent. This has been the case for a long time now. However, I stopped worrying about it as long as the game performs with at least 60 FPS. Unless, of course, it is an online first person shooter game. Those games need to be able to get high frames per second. I would guess, the majority of developers have a target FPS that they are looking for, anything other than that and you're on your own to figure it out.
     
    From your frame rates, that you posted, your setup is working great. If you really want to feed a 2080Ti, then you are going to need a heftier CPU. That's just how it is. I have the 2080Ti, but it is paired with the 9900K. I see less CPU bound situations, but there are still times that I do see it. When I had my 8086K paired with the 2080Ti, I did see more CPU bound situations. Not a significant difference, but it was noticeable.

    Are you checking gpu usage via task manager? Task manager underreports gpu usage, check with precision x1/afterburner and you'll probably see 97-100%

    I was using afterburner and river tuner overlay. I solved a good portion of the issue. When I flashed my Bios a week ago it for some reason set my ram at ~2133 and I did not notice. After resetting it back to 3200 with XMP it increased my GPU usage closer to 85% is MHW and kingdom come deliverance with FPS closer to the 100 stable range (1440p resolution). At this point I am confident that my 2600x only running at 4000 on all cores is holding it back due to those games poor optimization. As a test I used nvidia DRS to set the game resolution to 4k at the usage went to 100%.
