New graphic card bought in one week
in game or high demand software the temp will up to 80+
but only one fan will work
On precisionX1 only GPU temp can be dectatived 
Do u guys know whats the issue?
Is it the hardware problem?

With those bogus readings, I would uninstall Precision X1..Then restart (not shut down) your PC..Then delete the EVGA_Co.,_Ltd folder located in the C:\Users\User name\AppData\Local* folder..Then install Precision X1 again..Roll from there.
 
*You'll need to set the Windows folder View Options to Show hidden files, folders and drives.

still no signal.. after reinstall, the problem is without the precision x1 and all run default, the card cant run the fan when high temp, like 84degree..

How Do I Troubleshoot Precision X1 Issues
 
You can try to see if the fan socket is possibly partially off the header
 
With power Removed --> do the fans turn by hand & feel the same while turning ?
 
Shutdown, remove plug from the wall & hold the start button 20 -30 seconds - to discharge the capacitors, plug in & restart  (full power flush)
 
Is Windows 10 Fast Startup OFF, (should Be --> when upgrading drivers, firmware or hardware)

Also go Off line ---> Kill your security software & All other background software  - When installing X1

I recommend you Contact EVGA as I suspect the fan controller in the card is faulty and you need to RMA the card, or, return it to wherever you bought it from for a replacement/refund.
 
They may have an MCU Update that you can ask them about..There are some here, but I don't think any of them apply to your RTX 2080 Ti FTW3 Ultra and I don't think that's the issue anyway.
