After doing a fresh Win 10 install on X299 Dark with V 05/07/2020 of chipset drivers downloaded from Intel’s site I found Device Manager reporting missing driver for four "Other Devices - Performance Counters" even though using 11/28/2019 version downloaded from Intel’s site wasn’t resulting in that.
 
Redoing install with V 04/17/2020 downloaded from EVGA’s site did not result in that, Device Manager reported everything is fine. So ….
 
1. Be aware of the above, and
 
2. Always keep double checking Device Manager when installing

    Which Version of 10 did you do a "fresh install" --> Version 2004 ?



    1909, same one I didn't have problem with before. Only difference was which chipset drivers I used.

    Those drivers are outdated. I use the latest Chipset, RST, and VROC drivers from here:

    You need to use an older version of the utility to specifically fix the missing Performance Counters drivers.
     
    Try v10.1.17833.8098
    Link: can't post (evga forum rules...)
    Google Search: intel inf 10.1.17833.8098
     
    Grab it and make sure to save it somewhere. Intel isn't keeping old drivers around for very long anymore.
     
    You can use the latest chipset to install everything else, then grab the 10.1.17... zip, extract it and point your driver update to the extracted ./DriverFiles/production/Windows10-x64 folder
     
    After you get the first one done, you can tell Windows to "Search automatically for drivers" on the other 3.
     
    For some useless information: these drivers are called "Intel(R) Xeon(R) processor P family/Core i7 DDRIO Registers - 2088"
     
    Update:
    I was wrong about the 10.1.18383.8213 drivers. They are supposed to be compatible with the x299 chipset, but after installing on a brand new x299 ftw k tonight, they don't work at all. Nothing got installed. I'm guessing Intel is expecting Windows to push these through Windows Updates...
     
    I recommend only going with the 10.1.17833.8098 drivers if you want a one stop solution.

    I had the same problem, as you found out, you needed this set of driver chipset to... At least with using Windows 10 Pro (1909). "What I thought was weird", is when I hand my 7920X CPU installed, this was not a problem. But when I installed my new 10920x, I received this issue Not only that, I'm now getting a TPM error in my Events Errors. I get Two of them: "Trusted Platform Module Technology"

    I did not have this issue with my 7920X,  So I'm not sure if the Motherboard Bios is an Issue? or Intel CPU's?

    But when I installed my new 10920x ... I'm now getting a TPM error in my Events Errors.

     
    FWIW I'm running 10900x with Pro for Workstations 1909 and I don't have a single error from TPM.

    I don't know which one is newer but looking at the dates of most of the drivers once installed, they are dated around 2016 v10.1.1.38 which means anything much later than 2016 isn't going to update much. I haven't looked at every single device to see if any are actually updated, but the chipset inf v10.1.17833 is probably the latest working version we can use that's solid.

    I actually updated my original comment. The newest chipset drivers don't actually work on our x299 ftw k... Yay Intel.
     
    Stick with the 10.1.17833 and you should be fine.

    I'm wondering if you had TPM turned on in the BIOS and updating the CPU did something goofy with it.
     
    I'm no expert with TPM, but a google search of: where to disable tpm led me to the first link from microsoft: Troubleshoot the TPM (Windows 10) which led me to realize TPM is a part of the CPU microcode for decryption stuff.
     
    Best bet is to check the BIOS and go from there.

    Thanks for the responses, much appreciated... as for the TPM, I'm not aware about where that setting is, in the Bios for X299 FTW-K. I have looked, but did not find, so I ask EVGA support about this, waiting for response..... 
    When I was reading about this issue, in the internet, that's what I found as well, there should be a setting in the Bios to enable TPM? But was sure about that. 
    If anyone has an idea, it would be grateful to fix if I can....
     
    On the Chipset driver I found the same thing, you need to install those 10.1.17833 set before updating to new ones, even if there is updates to the chips X299....

    I have no experience with troubleshooting TPM. Only thing that crosses my mind is that BIOS for X299 Dark in Advanced tab has section called Trusted Computing. Default for that is Off/Disabled. Check have you accidentally enabled it.

    The latest didn't even find drivers for the devices. Doing a manual driver search on several of the devices still didn't find and install the drivers. It's like somebody accidentally took them out of that package despite the download page saying it works for the X299 chipset.
     
    It's that or they are expecting those drivers to be installed through Windows Update (which didn't really work either...)
     
    I have reached out to Intel regarding this. I doubt it will go very far, but for now, the 10.1.17xxx version is the only one that seems to actually have x299 drivers and "just works". Considering the actual driver dates for most of the x299 platform is dated around 2016, any newer INF Chipset updates probably won't even add any benefit so the 10.1.17xxx version is fine to use.

    Thank you for elaborating. I've been looking deeper into this and if my initial findings are correct "devices missing drivers" might end up to be a "non-issue". I will post more once I had a chance to complete my check.

    I was in a hurry the other day and didn't do enough research...
     
    Technically, these should be the ones that work even though it doesn't explicitly say it's for the x299: intel_chipset_win_10.1.18435.8224_PV.zip
     
    Haven't tried them personally

    Here are my findings:
     
    I’ve tried to compare EVGA’s 04/17/2020 release with Intel’s 2020-05-06 (aka V 10.1.18383.8213) release focusing only on Kaby Lake and Skylake related files. I wasn’t able to unpack actual drivers to compare them but all signs are that for drivers included in both there might not be any difference.
     
    However Intel’s package doesn’t have two files that EVGA’s does: Skylake-ESystem.inf and related skylake-e.cat. Look at Skylake-ESystem.inf shows commet “Assigns the null driver to devices for yellow-bang removal and  brands Intel(R) devices“. Search for DEV_2088 device shows description Needs_NO_DRV.
     
    In other words everything indicates devices in question don’t need a driver and that EVGA installs null driver for them in order to avoid user confusing warning marks by Device Manager. In turn that means Intel not having them doesn’t result in actual functional issue but “just” aesthetic once. One could argue though anything that results in user alert when there shouldn’t be one, and in turn unnecessary waste of time, is IMHO -an issue-.
     
    In turn this means one should be able, if he wants, to install EVGA’s package first (which should eliminate warnings) and then install Intel’s for any possible updates to the rest (if there are any at all). I’ve tried that, Intel’s package didn’t report any issues, EVGA’s null drivers remained in place where they should be (there are no “yellow bangs” in Device Manager) and everything seems fine so far (to knock on the wood).

    I had to do number of fresh Win10 20H2 installs over last few days which forced me to revisit my question in which order chipset drivers should be applied. Question was valid for those of us that were installing older builds of Win10.
    However, if you are installing new 20H2 build -now- correct installation order to avoid warning about missing drivers for DDRIO is this one:
    1. Install 20H2 and apply chipset drivers distributed through Windows Update > Optional Updates
    2. Grab copy of EVGA’s 04/17/2020 chipset drivers release but do not run it, otherwise that will downgrade you. Instead follow procedure of grabbing just missing drivers @philsward described above.

    First, have Windows install chipset drivers (that is done through Windows Update, under Optional Updates), don't use EVGA's.
     
    Next, after that you will most likely find Device Manager complains driver is missing for four "Other Devices - Performance Counters". These devices are "Intel(R) Xeon(R) processor P family/Core i7 DDRIO Registers - 2088" and drivers for them used to be included with Intel’s chipset drivers (latest release I could find them in was EVGA's 04/17/2020 V 10.1.8.6 release of X299 chipset drivers) but they are not part of Microsoft’s distribution of chipset drivers through Win10 Optional Updates process.
     
    So correct way to address this is to:
     
    1. After you have applied Microsoft’s latest distribution of chipset drivers through Win10 Optional Updates process extract ZIP with EVGA's 04/17/2020 release (V 10.1.8.6) of X299 chipset drivers into temporary folder (you don’t need everything, you need just files that are in \DriverFiles\production\Windows10-x64 subfolder).
     
    2. In Device Manager right click on first "Other Devices - Performance Counters" device missing the driver, click on ‘Update Driver’, when asked how do you want to search for drivers click on ‘Browse my computer for drivers’, click on ‘Browse…’ and navigate to and select temporary folder containing files you’ve extracted from \DriverFiles\production\Windows10-x64 in previous step.
     
    3. After first one is done update driver on remaining three (this time you can tell Windows to "Search automatically for drivers" because after first one is done Windows will have copy of it in repository).
     
    4. Delete temporary folder created in first step.
     
    Note:
     
    Missing drivers seem to be distributed through Skylake-ESystem.inf and related skylake-e.cat files. Look at Skylake-ESystem.inf shows comment “Assigns the null driver to devices for yellow-bang removal and  brands Intel(R) devices“. Search for DEV_2088 device shows description Needs_NO_DRV.
