I have a 2080 SUPER XC Hybrid which should have a default memory clock of 15500 MHz. For some reason though mine is only clocking at 15000 MHz by default. I can still OC it to 17600 MHz, so it's not a huge deal, but it's kind of weird and I wanted to see if anyone else had this issue.

Certain applications like folding at home can make the memory run at a lower speed. Maybe that is what you are seeing.

Hmmm... I'm not folding. Weird thing is that the last two Nvidia driver updates have "fixed" my default memory clock and it goes to 7750 like it should be until I reboot my computer, at which point it drops back down to 7500.

A program you're running is definitely causing the problem. Time to close everything down to figure it out.

You were correct. Followed your stickied guide and found the culprit. It's not a program I'd like to uninstall though. Any ideas on how to get my GPU to ignore it?

Nvm, forcing P2 state to Off fixed it.
