Last night I upgraded from a GTX 1070 to an EVGA RTX 2070 Ultra. At first, the 2070 wouldn't work (no display signal, but fans ran and led's lit up), despite having proper drivers installed. Long story short, after changing the PCIe cable that runs from the PSU to GPU with no results, I got it working by simply plugging the 2070 into the other GPU slot on the MOBO (asus z390-A. Basically brand new).
With the 1070, I'd clock roughly 2000 MHZ boosting with MSI Afterburner. With the 2070 I'm only clocking 1780 boosted. When I run the 4 part OC Scan in afterburner, at the end it says "dominant limiter: power". My power supply is an old Corsair RM850 from 2014 that I haven't changed because I'm lazy. I have a brand new RM 850X that I could install- I bought it to get the new PCIe cable with intention of returning it with broken PCIe cable - but is the 850x really that much more power than the 850? May also be worth noting that sometimes when I run a scan in Afterburner my display loses signal and I have to force reboot - at which point it will reboot fine and everything runs.

What sort of numbers should I be seeing with an RTX 2070? Am I misunderstanding how the architecture works and it's 1780-1950mhz is actually faster than my 1070's 2100mhz? All over clocking was done very basically using MSI Afternburner - no intense alterations etc. I'm kinda green to this stuff. 

Full Build Below. Thanks so much in advance. I'm not looking to push crazy numbers, I just feel like this card should at least be outperforming the 1070 it replaced.

1780 mhz is just above the advertised boost clock, so no issues there. You will always hit some type of limit on your card as long as you're running the stock vbios, so dominant limiter: power is normal as well.

Try swapping out your PSU. Being lazy is not an excuse. The cards are more sensitive to power than the 10 generation. If you have replaced everything but your PSU, then maybe it's time to try that.

Yes, your RTX 2070 will be faster than the GTX 1070.  It has more cores and faster VRAM.

Your PSU should be fine for this unless there's something wrong with the PSU and don't mix the PSU cables even though they are from the same company, stick with the ones that come with the PSU for future reference.  
 
Try using PX1 only for OCing potential by using the OC Scanner feature and on't use both programs at the same time.

I would also recommend on doing a fresh clean/reinstall of the Nvidia driver as well.

Man people are really taking issue with me saying I'm lazy lol. What I mean is that I've been hesitant to replace the PSU because I'm still relatively green to building and wanted to isolate the issue before performing surgery. That said, I'll put the brand new RM 850X after work today and see what happens.

Good to know about the cables. When I swap in the new RM 850X this evening I'll use all the new cables that came with it. 

The only thing that makes me think there may be an existing issue with the currently installed PSU (RM 850) is that when I ran the EVGA PX1 OC Scan to see if results varied from afterburner, my card failed in someway and the display lost signal. After a manual reboot (holding power button) windows booted up and everything ran just fine- so it makes me wonder if it didn't get enough power during the scan / stress test. That said confidence level measured by afterburner is 90 percent. Not sure if that matters.

Have you Run two separate PCIe power cables & Not the PCIe cable with the two ends ?
 
Is your PSU a Single rail design ?
 
Which Nvidia driver are you using
 
What Edition Win 10 (Home or Other), which Version (1803 or other) & OS Build (17134.xxx or Other) ?
 
Did you reinstall the driver or install the driver new after installing your New 2070 ?
 
Did you remove & reinstall AB ?
 
Before Moving the GPU to a different slot on your MB, Could you see the GPU in the BIOS ?

I can't imagine why. As you have an updated version of the one you have and being you replaced everything else, it's worth a shot. That's the point of troubleshooting. Send us an email if you need more hands on support support@evga.com

Tried that, same results on the OC Scan through After Burner  
 
Is your PSU a Single rail design ?
I think Multi? Its a Corsair RM 850 from 2014 - Will be swapping / installing a brand new RM 850x when I get home today. 


Which Nvidia driver are you using
The most recent available for download, acquired via EVGA website. 
 
What Edition Win 10 (Home or Other), which Version (1803 or other) & OS Build (17134.xxx or Other) ?
Win 10 Home, will check on version and OS Build when I get home to the machine 


Did you reinstall the driver or install the driver new after installing your New 2070 ?
Installed new driver prior to installation, reinstalled after instillation of 2070 to be safe. 


Did you remove & reinstall AB ?
Yes. Twice
 
Before Moving the GPU to a different slot on your MB, Could you see the GPU in the BIOS ?
Did not think to check. Would rather not mess with it for fear of replicating issues in the functional GPU slot.

That would indicate some type of fluctuation from power being delivered to the card triggering an over current protection on the card itself. Check the voltages in the BIOS for the 12v, 3.3, and 5 to make sure it's not jumping around. The 2070 is bit more power hungry than the 1070. Use two individual cables as recommended as well.

Sounds like replacing my old PSU with the new RM 850x combined with using the two individual cables will fix things.

I personally don't think changing the power supply is going to fix the issue. I'm thinking the scanner was testing too high of an overclock which caused your screen to blackout.
