so here another update with the latest reply from EVGA support
 
"From what I can see in the manual, and the photos of the parts, the insulation was put on backwards. The black should be on the side with the small protuberances that fit into the screw holes, the flat side facing the block.  You may need to peel off the black bit, and put it on the correct side of the bracket"
 
Clearly there is a lot of confusion about this GPU bracket and which side the black insulation is supposed to be applied
 
I'm still running fine without the bracket
 
Lets wait for further updates

Same problem here. The insulation was on the wrong side of the bracket. It was driving me crazy because I had followed the instructions precisely and still had high temps.
Is it risky to leave the bracket off?

All I did was turn the black side of the bracket towards the PCB and also the I am using the back plate to. My idle temps are around 30C and load at 60C with clocks at 800mhz memory and 140mhz core depending on my room temp. Bench at 1000mhz memory and 160mhz core. I run a dual-360 rad setup.

same here,
its fine... mine running without bracket. the metal bracket make power slider on PX1 grayed out. look like touching some part on PCB.
i am running 480 rad my idle 30-32 max load on heaven for 15 min around 52-53c.

To me the bracket is a thing that serves no purpose
Especially in this case where they said the flat side is facing the block
I don’t see how it prevents the block from crushing the die since the die is already protruding more compared to the installed bracket and with the flat side against the block
Also now the screws are way longer and are acting like the bracket it’s still installed when the flat side is facing the PCB.

I’m running without the bracket and I’m happy with it.
After the hybrid pump fiasco, this is another one and I’m not taking the block off one more time to test it again!

that is so much hassle i was thinking av\bout bying a hydro cooler but now!!!!!!!!!!!
