Is there anything special I need to do in order to make this switch? I have had issues previously uninstalling precision XOC with error messages and permission issues but that was resolved with a fresh w10 pro install.

Before I switch cards I want to ensure I take the correct steps to uninstall/install if necessary.

Set your Motherboard back to the Default Settings and make sure you are running the Current Bios and do not Overclock the CPU or Memory.
    Remove and clean up PXOC.
Uninstall All the NVIDIA Drivers and Software and Run DDU In Safe Mode.
Power Down and remove your Older Graphics Card, Power On your Computer and enter the Bios or allow it to Error with the No Video Found.
Power Down and Install your New RTX Card and USE Two Separate PCIe Power Cables from your Power Supply to the Graphics Card and use only One Pigtail from Each Cable.
    Recommended Driver 425.31
Install PX1 0.3.16.0 allow it to update the LED Firmware and the Power Down and Turn Off the Power Switch on your Power Supply for a minute or two.
    Power Up.

I would do a complete uninstall, restart comp, reinstall.

Are the extra steps with drivers necessary for the switch from XOC to X1? Not that I’m against taking them. It just seems like a lot to uninstall/reinstall. However I do know there have been issues with XOC in the past.

Your Switching GPU series going from 10 series to 20 series.

You can try & see if it works & is trouble free; though, best practice is a total removal of the old Nvidia driver before adding the New GPU - Reboot (offline) & then a Clean reinstall of Nvidia drivers followed by a reboot (offline)

offline - because All background software should be stopped ---> including Security software

Additionally being offline prevents Windows 10 from installing MS version of the Nvidia driver automatically - or Any other update while your doing this

From this https://forums.evga.com/FindPost/2950422 you are getting this Card EVGA GeForce RTX 2080 Ti K|NGP|N GAMING, 11G-P4-2589-KR, 11GB GDDR6, iCX2 & OLED
It would be best to Do a Complete Clean up before you install this card to keep your sanity
