AnsweredDark Z390 can't reach bios with GPU installed. 5 POST beep. (Solved)

 Per title, cannot boot into bios with GPU installed. Can get into bios with igfx on cpu with GPU removed. Specs are:
 
9900k, 2080ti, 32Gig Corsair dominator plat, Corsair AX1200i.
 
Rig has been tested with these extra parts:
EVGA 1060 6gig GPU
16gig Gskill trident RGB and 16gig Corsair vengeance
850w EVGA G3 PSU
 
Have tested with GPU in all PCIE slots, PCIE lane DIP switches are enabled. Although I cannot test the CPU since my only other mobo is a Z270, when I can enter bios the CPU does appear to be reading normally. 
 
Going to try a bios update, but after that I'm really at the end of my rope.
 
Any ideas or solutions, something I'm missing on the board itself, or should I put this thing back in the mail?

What is your experience level with building a PC ?
 
Does the Graphics card Get Fully Seated & locked into the PCIe slot ?
 
Is the Graphics card inserted straight ---> look from side, the PCIe fingers should look the same on both ends / Not higher on 1 side

Have another GPU to test with - even an old one ? (lets rule out the current GPU as the source of the issue)
 
Confirm that the standoffs are properly mounted & nothing else is touching the Back of the MB
 
Are All power cable fully seated: MB 24-pin, CPU, Aux Pcie & ones on your GPU ?
 
Test with MB sitting on cardboard box (any Non-conductive surface)

I'm very experienced on an enthusiast level and have a career background in electronics.
 
GPU is fully seated and locked/straight.
 
Per above, I have already tested it with my only extra GPU, the 1060. Both the 2080ti and 1060 give the same issue.
 
Standoffs are properly mounted; nothing is touching the motherboard. Configuration has been tested on a bench and in case; same issue.
 
All cables are properly connected and have been double checked at least 3 times in different troubleshooting configurations.

I have ran into this same issue with debug showing d6 and d7. Manual lists these codes as no input (d6) console, no output (d7) console devices. I found that I could use a very low end gpu, Xfx radeon r5 220, and be just fine with no errors. Could it be generational issue with lane allocation? This gen × 1 works but 3 other cards all gen × 3 throw d6 and d7.

Upon further troubleshooting, I'm fairly certain that my waterblock backing plate was shorting some contacts on the backside of the board. I swapped over to an old CM 212 I had in my spare parts bin and lo and behold, I was able to load into bios, and install windows with a GPU present. 
 
I took a less bulky universal 1151 backing plate, put some ESD rubber on the back, secured it with electrical tape and remounted the waterblock and everything appears to running smoothly and staying cool.
