EVGA RTX 2080 TI won't go above 70C and will give up power?

Hello all. Hum... I've recently got the EVGA RTX 2080 TI black and, so far, it seems to work as intended but, using precision XOC I noticed that it won't go above 70C no matter what. It seems that at 70C it cuts power to cool down. I tought a GPU could easly reach 80C without getting long therm damage. In precision The temp target is 84C yet it still won't go above 70.
 
Are the 20 series cards designed that way? Should I get a water cooler to prevent it from reaching 70C? If so, is it hard to install a cooler on top of a gpu?
 
Also, My computer crashed yesterday with a blue screen and I feel that it is related to my GPU somehow...

    You want to keep your temp as low as possible even though the gpu is fine up until 89c.

    You want to keep your temp as low as possible even though the gpu is fine up until 89c.


    I know that the cooler the better however, I also know that there shouldn't be any problem up until 80C like you said. I don't want my temp to cap at 70C if it means I am getting frame drops in my games, which is the case. I would like to make the temp cap higher if possible.

    If the gpu won't run any higher than 70c there isn't anything you can do to make it run hotter unless you turn the fan speed down.

    Thank you for the feedback. I made a custom fan curve with precision x1 and now my temp won,t go higher than 61-62. So I have somewhat found a solution.
