Hello,
 
I recently applied "RMA" to my RTX 2080 TI. I saw a lot of problems with this one and 2070.
 
Does EVGA send RMA cards that are tested before sending ? Because I'm scared now with all the 2080 ti that do not work....

    Yes, EVGA tests the replacements before they are shipped out.

    Evga can not foresee all issues that may arise, so there is always a chance that something may still be wrong with the replacement card, but the chances of that happening are very low.
