Fellow Owners and tech savvy gurus,
 First the specs...
AsRock Taichi Ult z390
32gb G.Skill Royal 3600
i9-990ok
EVGA 1200PSU
 
 
OK, here is the deal. All the above parts are new. They were running with a 1080 ftw without issues. I recently purchased the 2080ti ftw3 ultra. After install everything was fine for a few days. Benchmarking, stress test, 8 hour gaming sessions without issues all at stock settings and no OCs yet. 
 
Now, after I turn the machine off. Go to work, get home, turn the machine on, I get no Video. If I turn the machine off and back on again it will work. Sometimes it takes a few tries. When it does come on though it works great. No issues at all. 
 
Once I did get a BSOD that said VIDEO_SCHEDULER_ERROR. Only the one time. Now it just seems to not get video. 
 
I have fresh installed windows. Clean installed video drivers. I can't figure out what is going on. The only thing that has changed in the system in the GPU. Also to note, once I get it going I can turn it off and restart without issues. It seems the longer it is powered off is when the issue happens. 
 
Anyone have any ideas?

I would try to set default cpu and ram clocks. Check if it helps.
Try to reinstall gpu driver using ddu.

Also use two Separate PCIe Power Cables to your Graphics Card.
Cold Boot Black Screen of Death.... Are you seeing any Post Codes on your Bios LCD?
Like maybe 97 and I take it you have Disabled the Integrated Graphics in your Motherboard Bios and set the Default to PCI or what they call it in your Bios just not Integrated Graphics?
 
The Video Scheduler Internal Error error can also be caused by an outdated, incorrect or corrupt system driver. You should verify that all your devices have the right driver, and update those that don't Link

I was afraid it was a bad card. All updated drivers, fresh windows, all new parts. Hate sending off a $1500 card after one week. lol. Thanks for the help guys. Going to RMA and will report back.

Still selling faulty boards just when I was going to buy one.  I think I will wait awhile.
