RTX 2080 XC Ultra fans not working without Precision X1

Hi, I recently purchased an EVGA RTX 2080 XC Ultra and have noticed some odd behavior.
 
The fans on the card don't seem to want to start spinning unless I have Precision X1 open and running on my computer. Many times I will boot up my PC, launch a game, and play for a few minutes before looking over at MSI Afterburner and seeing that my card's temp is close to 80 degrees, at which point I'll open Precision X1 to check my fan curve, and as soon as I open the app my fans will suddenly spin up to close to 100% and my card will promptly drop to around 60 degrees at full load.
 
Is the intent with this card to have Precision X1 running 24/7? Is there no way to save a custom fan curve to the card so I don't need to have the app running? Just wanted to check in and see if this behavior is normal or if my card may be faulty.

    Set the Fans at like 60% without a fan Profile and you can Exit PX1.
    But if you are using a Fan Profile you must keep PX1 Running.

    PX1 isn't required to be installed/open for the fans to work. Sounds like your card has a problem, or there is some software on your computer that is prevent the cards fans from spinning up.

    Ok, I am new to the EVGA forums but came here for a similar problem.... I have a 2070 Ultra XC and I have noticed that the fans on the GPU are not spinning.. I do not use any 3rd party monitoring software but have a infrared thermal gun and noticed the temps exceeding 80 degrees without the fans kicking on during gaming sessions..

    Depends on how you have the fans set in AB - because you have AB running

    Where are you taking that Temp ?  The backplate does get hot
     
    around 60 - 65 C for the GPU ---> the fans should automatically start
