My Asus Poseidon 1080ti will not go over 315mhz in a game.
If I drop the game to window mode I can get up to 500+ mhz
When the game is opening it will go to the max 1700+mhz
 
This is true in DX12 and Vulkan and in any game I open.
however all I care about is BF4
 
Items I've attempted to fix the issue.
-Set power to MAX performance in windows
-Set monitor to [link=mailto:2560x1080@144hz]2560x1080@144hz[/link]
-DDU to install new and old drivers
-Re-install windows 10 pro 64bit
-Tweak settings in Nvidia control panel
-Set games to use [link=mailto:2560x1080@144hz]2560x1080@144hz[/link]
-All thermals are awesome
-Drop all over clocks and used stock settings
-Try turning off High Precision event timer in Device manager
-Told my PC I have a Xbox1X and it better get its Sh*t together.

[SOLVED]
TURNS OUT A 8 PIN POWER CONNECTOR WAS SEATED INCORRECTLY.
 
However the troubleshooting steps below were all awesome and helped eliminate possible issues.
This is only possible because this is the best community online, hands down.

Does this also occur when running unigine superposition on its 8k optimized preset?

-Download gpu z and check the driver power state it’s in well in game. In nvidia control panel if you have it set to prefer maximum performance the power state listed should be P0 or P2 anything higher then those up to P8 or higher is a power saving state for low preformance tasks and those tasks will keep it in a low Hz state. Make sure nvidia control panel is set to prefer maximum performance for the game itself not just global settings. You can also install nvidia inspector and get better control over the power states. Changes may require a reboot.

-Other things to check in game what happens when you use k boost in game. Does it max clock or not? (Not sure if you can on asus card)

-In game try running the game in disabled optimized fullscreen compatibility in the games main .exe properties.

-Does your computer have a APU? Make sure phsX is dedicated to your GPU card. If the game runs OpenGL or Vulcan make sure it’s set to your dedicated gpu card in nvidia control panel advanced settings.

-Optamus setting may also need to be setup using nvidia inspector to prevent the game from defaulting to the APU if you have one.

-Disable windows 10 gamemode and game bar as it hooks full screen in some games which causes issues.

-Windows 10 setting - display - graphics settings - browse add game - options - high performance.

-Set your computer to high performance power settings. Search - control panel - power - high proformance profile.

-Check the gpuz pcie port gen and speed is it 2.0 x16 x8 or 3.0 x16 x8 when clicking render test.

What next, I did all that I know to do?

Have you tried simply moving the card to a different PCI slot, or even just re-seating it? It seems since you have re-installed Windows, I would assume it wouldn't be a driver / software issue.

I noticed your also running a windows 10 pro insiders build has this occurred in the main stable branches 1803 or 1809?

Not the best idea to do this "Make sure phsX is dedicated to your GPU card." with One GPU installed. Best to let NVIDIA Set this.
Most games use the CPU anyway for the PhysX.

The reason I wanted him to change it was because some AMD Ryzen chips have APU’s built into it “cpu graphics” and if it defaults to cpu it may also default to the apu depending on if he’s using using the boards build in hdmi port opposed to the graphic cards HDMI port.

Low Hz clock could be because his dedicated gpu may be idle OSD or FRAPs could tell him which graphics device is in use by clock speed normally.

His Ryzen 5 1600 doesn’t have a APU after checking, but I’d recommend him plugging into the gpu’s HDMI port or display port opposed to the motherboards if it has one.

There is no APU and Im connected to the GPU via Display port.

Physx is set to GPU and I also tried Auto.

I did not try the bench tool at 8k but I will Sunday.

I set the PCIe to 16x/8x and to Gen3. I also used auto.

I have not reseated or used another pcie port, the card is water cooled and moving it is not possible, I could try a reseat.

I will try more power options as suggested above, I have a feeling windows is holding something back.
In global settings and in the BF4 application settings I set to max performance and power. I get more FPS when I do this. The gpu will go from 315 to 500ish mhz.(45fps to 60-100, still very low).
Windows power settings are set to max performance instead of the Ryzen power plan.

The 1809 update deleted most of my system and that is why I reinstalled windows.
But it was an issue on 1803, jumped to 1809 and had the same issues.

I will check back with my findings Sunday, thanks for the suggestions.

In the Bios can you Force X16 and GEN3?
I wonder if this could be an issue with AM4 Chipset Software?
Is the Chipset Software current?

Is the Chipset Software current?


I can force it and have.
I have the newest chipset drivers. old drivers worked good for over a year, I only updated because of the issue.

-Unigine set to 8K I get the same 315-349mhz MAX
-GPU-Z has me at PCIex16  3.0
-CPU-z shows me under graphics at Perf Level 0 in benchmarks and out.
-I turned off Windows game mode
-I set BF4 to have HIGH POWER under " - display - graphics settings - browse add game - options - high performance. "
-Windows is set to HIGH Performance under power profiles
 
I am going to re-seat the GPU but its a nightmare b/c of the waterloop.

Yuck!
I'm sure its not terrible, I just haven't had to do that ever. So it will be a first for me.
 
Can I get the BIOS from the ASUS website or will I need to source one off the internet?

While I was re-seating my card I was tracing my wires and noticed one of the two 8 pin power connections was ever so slightly unplugged...
I had ignored the power connections b/c the 8 pin power led on each connector was on.
Anyways, I'm all set and back to running at full speed and getting awesome FPS again.
