Correct me if I'm wrong, but factoring in the silicon lottery and the fact that every card can be OC'd to the same Mhz, why is the FTW3 considered a top of the line model? Out of the box overclocks? Is that it?

Correct It is For The Win 3 Times Over But really it is the 3rd Generation of the FTW Name.

Custom PCB with better power delivery should you care to shunt mod it for extreme overclocking, and also a higher power limit on its stock BIOS.

OC is Never guaranteed by EVGA or any other manufacturer The guarantee is on the advertised MHz The absolute Max stable OC that a given card can achieve; is what is referred to as Silicon lottery effect ---> the stability of the entire PC & power quality are all part of the equation & it is not just the GPU that has an effect on Max MHz stability

Also since the RTX generation nvidia is binning GPU and selling the better ones at higher cost, which are used in turn in the higher cost cards from the manufacturers.
So yes the silicon lottery effect is real, but by buying a top notch card you have a higher chance of having a good chip than if you buy a lower cost card ;)
