am at a lose. I might be doing something wrong  so I am coming here. So I got the Geforce 1070 TI and noticed something I have never  had in my past. My graphics card hitting ^)C .Yes to many that not hot but for me it is especially when my game decides to freeze because of temps. I have 3 frontal fans blowing out and 1 big  240 mm fan blowing out not including the  fans   that  are attached to my evga 280 mm cl. My cl so far isn't a issue my cpu stays  at 30 to 35C even gaming. I have to admit my pc is out dated  Tuesday may 14th I am getting ryzen 2700x and corresponding 470-f motherboard with  16 gbs of ddr4  that I guess is 3400mhz . Yes don't mock it intel fans . I am on an extremely  tight budget and  blowing 100 dollars in a given month is an extreme luxury so I can only go with what I can. I wanted to put in another fan so I bought 2 more 240 mm fans  but alas no room on my case which is a full tower so not sure  what to do . Even if I get the new parts   if that would sort out my situation with my graphics.for all I know the issue maybe  laying in the fact that i am using an asus sabertooth Fx 990 board and the board is not liking my graphics . Please any suggestions would be welcomed.

60°C is not really that hot, what is the Room Temperature?
You could remove the Graphics Card from your Computer and give it a good Blowing Out (Hold the Fans to keep them From Spinning).
What Driver are you Running?
Recommend 425.31 ATM any after are causing issues.
Windows 10 1903 seems to be OK with the Newer Drivers but not older versions of Windows 10.

 
I know it not terrible but my game freezes and many other things That's running game on  lowest graphics settings..lol right now my gpu is 40C just having steam open.. also all my sliders Power target and cpu clock offset andmem clock offset all pushed  to the left  as far as i could go. graphics driver is 425.31. yea I don't have 1903 for windows 10 it's 1809.
 
I concidered cl for gpu but  man I don't have  the money ..lol I got a dollar .. However  It makes live streaming a big challenge when a game  freezes or stutters badly. It's like hey look at me I have the world's crappiest pc.  Here I was happy having a amd fx  950 that is 4.7 ghz haha.  I do try to keep my pc well dust free.

 I have to remember think I got it last December . it was a gift or i would look it up on amazon.I have fan speed at 70% ..lol. I don't know how to set a fan profile  sadly.. Kinda saddens me my bf's gpu hits 70C and he still gets no lags  from his amd radeon. if my gpu hit 70C my  pc shuts down.. I concidered replacing the stock thermal but  I  honestly don't wanna monkey with that .I was able to on my old 960 card but this card is a whole new ball game and I don't wish to risk  damaging my card.

May be old drivers not uninstalled properly. Install and run DDU (Display driver uninstaller) in safe mode to clean out all your old drivers [download page], then after restart you can try installing correct drivers again. Some more pointers here. Your temps aren't bad, but it shouldn't be crashing like that. What size/resolution monitor are you using? Also what wattage PSU?

I do not my psu is  evga 1000 GQ I got that last november or december. If I gotta replace my PSU again I would feel kinda sad cause that be  3 in 1 flipping year

No point in troubleshooting the freezing since you'll be getting new hardware on the 14th.

Highly unusual. Run it through a surge protector (if you're not already) - maybe the local electric supply is not running evenly.

  No  twice but if i have to again it would be 3 times. I live in the darn slums  or albuquerque's version of the slums ..  Seriously i have lived in worse  slums before . Still my landlord keeps hiring  morons who want to be paid but don't want to do anything. So we had a lot of power outages

I would pay the shipping for the spare case. I only have 50 cents in my bank. I spent everything I had for the month on rent and food. Yes I live stream but I am not a big enough channel to earn any money from twitch. The way it works is you must earn 100 dollars for twitch before they would even give you anything . If I get subs I earn maybe 2 dollar for each sub.At first I thought it would be a means for at least a small income but  it is not. I am ok with that  cause I do enjoy when people come in and chat . I was earning  100 dollars a month when twitch allowed for people to watch ads to get free cheer bits but Twitch messed over everyone by putting that to a stop. Iam not seeking to be a big channel.I would rather have  a smaller community that I can interact with and not miss what people say.Than be a big channel and  not be able to keep up with the chat.
 
So this is what I did that seems to be working.I turned a front fan around. idle with only steam open and my brower no games running gpu temps are going between 34C and 35C .I ran conan exiles . which is heavily reliant i thing on graphics  and the bane to my gpu along with skyrim temps stcuk at 40C. which before ghit 60C and thus my game freezing
 
Yesterday  I turned rear fan around that  was bad move playing a simple game like Farm together (don't ask boyfriend is addicted to it so I play with him) My gpu temps hit 45 which was unusual temps for that game. when I closed it my gpu temps would not lower at all  just stayed at 45C with nothing open accept my browser which was 1 tab.
 
Today= I turned both 1 frontal fan and the rear fan back to where it originally was gpu is  dropping temps when I closed conan . I am no pro  but  I feel like my fans in my case aren't blowing enough air . for 240 fans I would of thought I would have a typhoon in my case ..lol
 
So it seems I might of needed to have more air pushing out. I tell my roommate I don't need a heater  my pc  is free heat by it self. I still think that having  a fan blowing down on the back of my card would help a lot . if I was smart enough and had the funds.I so would design that .I still feel my fans aren';t that powerful not sure if it just the fans or my it's my motherboard  as  it is literally obsolete now asus   took  it off their website so no updating for me.

I  know it seems I am  shunning a nice gesture i am not..I also would never expect anything from people either.Nothing is owed to me. I do pay attention when I ask for help in  the forums .  Otherwise don't you think it not only rude but pointless to post a question and not read everything people say? I am learning I wasn't raised in the era of technology so yea. I know something enough to build my own pc but I am still learning about many things.
