Hey glad to help. I hope you don't mind trying different things. Who knows both Sajin & you may be correct and the board could be toast. The way I look at it is we're not spending money and labor is free (lol) providing you got the time so lets continue and exhaust all avenues before calling this board paper weight.
Btw to get into bios I find tapping the delete key is more consistent rathet than holding it down.
Anyways I am home now. I took a video of my board posting and reviewing it right now.

Here is a photo of my SR-2 posting. I took the shot a little past yours where yours stops at the memory size amount check point. This way you can see what should come up next. 
 
Anyways look at my photo.  I noticed that yours doesn't have the "Press DEL to run Setup" which should be above the line "Press F11 for BBS POPUP". It could be possible that your keyboard is not being recognized therefore you will never get into the bios Setup.
 
 
If your using a usb keyboard, keep trying a different Black usb port. It is not uncommon for usb ports to go dead especially on older boards. I would skip using the two Blue usb ports for now. I'm guessing that the Blue's may not work until a driver is installed; however, if Blacks don't work might as well try the Blue's.
 
***Better yet if you can use the old style PS/2 Keyboard socket connection that may be a better bet.

Is it absolutely necessary that both 8 Pin's are connected? I figure one 8 pin per CPU if i'm only powering or testing one CPU, than all I need is the 8 pin thats next to the corresponding CPU. I'll see if a different keyboard gets it going. I don't have one of the old school ps/2 keyboard's, will an adapter work, my work might have an old adapter.

It's weird the keyboard delete button will get the board to the post results screen and no other button will get it off the splash screen. FYI

Something worth mentioning....the keyboard does not get recognized if plugged into the USB 3.0 or blue ports. What I mean by that is the delete button will not display the post results. The splash screen will stay up. I'm starting to think you're onto something here with the USB not being functional on the board preventing a boot. Like as soon as the USB 3.0 is booting it doesn't function and stops in it's tracks.

Just plug in the 8 pin to the cpu you are using and make sure cpu jumpers are in correct position.
You should be alright with the ps/2 adapter.

Is there a hard drive or ssd connected? Just trying to get grasp of your current system. Since this board has three bios chips it would be odd that all three chips went bad seeing that you did diagnosing steps with each bios selected. There may be something bad on the board itself. Time to submit a ticket to the support group. If it were my board I would try to find a way to flash a fresh bios with a usb if possible just for kicks.

Not at the time, I've connected one in the past and same thing. But I'll connect one and try again with the PS/2 keyboard. It's so OG. Might make it my daily.

I was thinking about removing each chipset heatsink and repasting with new thermal paste as well. The 3C code is chipset failure correct?

I solved it!! sorry to necro but i solved it! it's the chipset fan. unplug it and boom it works perfectly, it can also be the x cool jumper, that made it work for a bit, but when unplugging the chipset fan it works!

wow, well done stickling with it. so when you were using the chipset fan header the fan would spin but no boot. that be weird.

Who would have thought it would be a chipset fan? Anyway, well done on finding the issue.
