EVGA 650 BQ PSU making loud noise (RMA sent replacement, same issue persists)

Hey guys,

my PC used to run on a Corsair VS650W PSU, which I replaced 3 months ago with the EVGA 650 BQ (Bronze) PSU. It is making a weird noise, as soon as I start playing games or use certain parts of Photoshop.

I sent the EVGA support a ticket, with video proof of the situation. They sent me a replacement PSU within 1 week (Same model, brand new). Unfortunately, the new PSU is having exactly the same issue.

Did anyone here have this issue too by any chance? 

I can provide a link to the video, if you want to see/hear for yourself. 
 
I already opened up another ticket, but I thought maybe the forum is able to help shed some light on this. 

If it helps, here's my system specs:

Windows 10 64bit Professional
ASRock Fatal1ty AB350 Gaming K4 Mainboard
AMD Ryzen 7 1700 (Wraith Spire cooler, not OC)
G.SKILL TridentZ RGB 2x 8GB 2400MHz
EVGA GeForce GTX 1080 FTW2 (8GB)
1x M.2 SSD for Games
1x SSD for OS and programs
Sound Blaster Z soundcard

    Are you sure it isn't gpu coil whine?

    Yes I am sure. The noise is very clearly coming from the PSU. From what I researched online, it is very likely spool whirring/whining (not sure what the exact term in english is).

    Guess you'll need to put a different psu in, or rma again.

    If you do decide to buy a different PSU, avoid 80 Plus White or Bronze rated power supplies at all costs. You can find 80 Plus Gold rated power supplies under $75 (after rebate) on sale all the time.
     
    EVGA G3 650W 80 Plus Gold $70 (after mail-in rebate).

    Sounds like coil whine on the PSU, it's not limited to just GPUs. Does the noise change at all based on frame rate in game? (you can use vsync on to limit FPS easily).

    I tested the VSync, it did not change anything. As soon as I tab into a game, the whining starts and gets really loud. When I tab out, it gets less and eventually stops.
     
    I will ask the support for a refund and hopefully buy a new and better one.
