Why is my EVGA 1080 Ti FTW3 Hybrid being lazy?

It won't go over 0% load. I did a driver uninstall and a clean install and that fixed the issue, once. I wake up this morning and it's back to 0% load. 
 
Voltage at 12.320 steady as shown by BIOS and HwInfo or HwMonitor. 
 
Seasonic 650W 80+ Gold PSU.
 
I have removed and reseated the card and its power cables both at the card and at the PSU. 
 
You can see bench results below showing the GFX card's performance. In game I get a 0% load. 
 
On a side note I get an odd 3/4" strip of golden shimmering light on the left hand side of the screen whenever I use EVGA Precision. That means I can't ever use that utility in-game. I am fine with MSI AB but it also doesn't have KBoost.   I am using driver version 390.77. The core and memory clocks can are normal.2000/5***

    Sounds like you have Kboost enabled. When Kboost is enabled, GPU usage shows 0%.

    That is normal.


    It would seem that GPU % is one of the most important things to show.  Why would using "K" mode be any different?  It is like a benchmark program not working when you overclock your processor. 


    Due to the way the k-boost feature is programmed it messes up the nvapi readings when enabled. If you want to see your gpu usage while having your gpu forced to max performance I'd recommend using the lock feature on the voltage/frequency curve editor inside msi afterburner as it's basically the same thing as k-boost.
