2 x GTX1080Ti SLi setup; top card is detected as secondary

I'm running two GTX 1080 Ti's in SLI with HB bridge (full system specs are in the signature), the monitor is connected to the card installed in the top slot closest to the CPU, however the top card is detected as secondary in the Nvidia Control Panel. Both card are founders edition and have the same firmware flashed. I tried runing DDU (display driver uninstaller) in safe mode, reinstalled Nvidia's drivers with "clean installation" option checked, even reinstalled Windows.
 
The top card is still detected as secondary, is there a way to override GPU priority to make the top card primary?

    Might not be a big deal. Though if it's doing harm just ddu the drivers in safe mode and reinstall them again.

    This has been a bug for awhile now. Nothing you can do about it.

    Yep, my cards do this with certain software. Not sure what is wrong or why they can’t get it correct and labeled off of the pci lane alone.

    I use the Asus R6E and although the correct cards are detected in the correct orientation, the bottom card is used for games that don't have SLI. I thought it was a bit strange but I noticed it before building my custom loop and positioned my best card on the bottom. I hope that doesn't change or I'll have to drain my loop and swap them around.
