New Build boots to no boot media detected, please insert boot menu

Interesting new boot issue,
 
Built the new system yesterday:
Z270 FTW K
I5 7600 K
16 Gig Corsair Vengeance 3400
Drive 1 WD 256G M2 in slot 2
Drive 2 260g Samsung SSD 
Drive 3 1T IDE
Drive 4 2T IDE
 
I was able to set Drive 1 to boot drive in the bios without issue and was able to boot to that drive. Every time I boot the system displays on black screen in large text, no boot media press any key. I reset the PC and hit F2 to check bios and the 1st boot drive is drive 1. Click save and exit, save changes and restart, the system boots great. Once I do a restart from windows back to the black screen and and F2 process again. 
 
Any thoughts on this?

    Disconnect the Below Drives for now. 
    Drive 2 260g Samsung SSD 
    Drive 3 1T IDE
    Drive 4 2T IDE
     
    Disable CSM in the Bios
    Set the Boot to UEFI
    Make sure your Drive "Drive 1 WD 256G M2 in slot 2" in Clean with no old Partitions that is, or is a New Drive.
    Boot Up your OS Install DVD/USB and install the OS
    When your Drive Shows up Delete Any and All Partitions and create new and install the OS
     
    Not sure what this Means "Once I do a restart from windows back to the black screen and and F2 process again. "

    Drive 1 was new, Windows 10 was installed right after the build. 
     
    The F2 process is that every time 1 reboot the 1st restart takes me to the black screen. I then need to press reset hit f2 to enter bios, check boot drive and it's set to the proper drive, save settings and it boots proper.

    Reset your Bios to the Default Save and Restart Enter the Bios and re-Flash the Bios inside the Bios using a USB Flash Drive.
    1-12-2018 BIOS 1.06 132-KS-E277 Download Unzip and you will only need this File 1E277106.bin on the Flash Drive.

    in the boot section check that the mode is set to UEFI and first boot device is hard disk windows boot manager. also disable CSM

    Thank you for all the help, I did get it working.
     
    the biggest issue I was having was that the M2 drive , or "windows boot manager"  would never show up as a boot option until it was the only drive in the system.
     
    Resolution as suggested:
    I unplugged all drives except the M2 drive and re-installed Windows 10. Once I did that UEFI worked great and have not had the issue again. Even after I plugged all the other drives back in.
