thermal throttling Evga 1080ti hybrid ?

I'm only getting+50 right now without even touching the memory and the boost clock is fluctuating between 2025-2037 depending on the temps.
It's already in the slave bios with 127 power target and voltage is all the way up. do i also need to update the gpu bios? what i am doing wrong? or do i have faulty gpu?

    It's called GPU Boost 3.0. True throttling doesn't happen until the mid 80s or low 90s C, yet GPU boost 3.0 will lower clockspeeds before that to maintain Nvidia specs on power draw and temps.

    EDIT: it's easy to know, because clockspeed drops of ~14 MHz are what happens when GPU Boost 3.0 hits the next threshold.

    Try with lower voltage, after alot of playing around i can actually get just as high of an overclock with no voltage boost or something minuscule like 10% boost.
    All that extra voltage could be adding extra heat, or seems in my case, some extra instability and fluctuation.

    The first GPU boost 3.0 throttle point is ~50C. ~39C So around that temp you may see the clocks bounce around under a load.  2025-2037 mhz are decent clocks for game stability if that is where you are at. Personally, using the 'voltage percentage slider', I've seen no difference in either clocks or voltages. So I leave it at zero and still bench at ~2100mhz. Your GPU appears, unless you having some other issue, to be operating normally.

    The first adjustment point is at 40c. Notice how I said adjustment point, and not throttle point. The card isn't throttling at 40c. The card is dynamically adjusting at 40c. Yes, there is a difference between dynamic adjustment & true thermal throttling.
     
    Dynamic adjustments are 13 MHz clock adjustments to the core clock at certain temp intervals. e.g. 40c & 50c.
     
    True thermal throttling will cause the gpu to lose a massive amount of its core clock speed (hundreds of MHz), and voltage once a certain temp is hit. For the 1080 ti true thermal throttling doesn't occur until 93c.
     
    Creating a windows batch file with the following command will show you your true thermal throttle temp...
     
    @ECHO
    start cmd.exe /k "C:\Program Files\NVIDIA Corporation\NVSMI\nvidia-smi.exe" -q -d temperature
     
    I own a 1080 ti and this is what is shown when I run the windows batch file...
     

     
    GPU Slowdown Temp = temp at which your gpu will truly thermal throttle. 
     
    Any adjustments you see between 40-90c are dynamic adjustments, and isn't true thermal throttling.
