GTX 1080ti ftw3 HELP

I don't know what is going on with my GPU.  I feel like the GPU clock is too high and the Memory clock as well.  When i start up some games the fans go up too 3500rpm and stay there.

    Welcome to the forums!
     
    If those speeds are what you see at the desktop, then you likely have a web browser open that supports hardware acceleration - close it out and see if the clock speeds drop. Another possibility, if the GPU use % is high while sitting at the desktop, is that you have a virus / bitcoin miner installed on your system.
     
    Another possibility is that you have a 144 Hz monitor running at 144 Hz at the desktop. It's a known bug (for a VERY long time now, and Nvidia isn't fixing it) that keeps the GPU clock speeds high when at 144 Hz. Simply set the desktop to run at 120 Hz and the GPU speeds should drop at the desktop, and when in games set the refresh rate to 144 Hz.
     
    What temperature does your GPU get to when playing games?

    90 Degrees when playing games and changing to 120 Hz didn't change anything.

    Does taking the side of your case off lower the GPU temp a good bit?
     
    And what is the GPU use % when just sitting at the desktop?

    Negative, tried that.  So after I first built my pc I had the gpu in the second gpu slot and didnt have problems. But just the other day moved it to the first spot and now having problems.  Not sure if that's the problem or if its something on the pc itself.

    Well, if a fan (or fans) is stopped from spinning due to something getting in the way, or the decreased airflow in that top spot...
     
    Check to see if the fans are indeed spinning. If they are, then the problem likely lies with the decreased amount of air available in the top slot. Put it back in that other slot and test again.

    All three fans are spinning.  I can put it down a spot and see if that works

    Changing the slot didnt help change the gpu clock but now the temp stays low so thats good.

    Here are the top causes of why a GPU would run at full clocks at idle...
     
    #1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
    #2 Your machine has a virus. Fix: Scan computer using malwarebytes.
    #3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
    #4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
    #5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
    #6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
    #7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)
