I have just installed an EVGA GeForce GTX 1060 SSC GAMING [06G-P4-6267-KR] with driver version 388.13 [Win 7 Pro 64-bit].  The card has not been tweaked in any way; the following is my out-of-box experience.
On the Windows desktop (not referring here to gaming), I intermittently get screen flashing / flickering.  It might happen in a split second and then quit for 15 minutes or several hours.  Or it might go on for several seconds and then quit for some span.
The flickers happen so fast that I can’t be sure of what it’s doing; sometimes it seems like fragments of some unknown screen images flash over part(s) of the desktop, but sometimes it’s large blocks of color, like purple or green.  Occasionally the entire screen goes black for a second.
This is disconcerting, to say the least.  I never saw anything like it when using the integrated GPU.  It is certainly not acceptable behavior.  I realize that this is a low-end card; nonetheless, it is very painful for me to pay this kind of money for a piece of computer gear.  It ought to function properly.

Since writing the above, NVIDIA has released a new driver.  I cleaned out 388.13 with wagnardsoft.com Display Driver Uninstaller (DDU) in Safe Mode and installed driver 388.31 using the clean install option.  No change resulted from this.
If this were a gaming issue, I would want to test underclocked or in the NVIDIA Control Panel Debug Mode.  But since this is happening at the Windows desktop, the GPU & memory clocks are about as underclocked as they could possibly be already.
My only reluctance about RMAing this card is the thought that someone could put it in a test station and stare at it for hours and never see anything amiss.  I don’t relish the thought of getting into a big fight with EVGA.
    Anyone have suggestions to offer?

Try a different HDMI or display port cable or at least check those connections on pc and monitor to see if there clean and installed fully seated. First thoughis a bad cable. Check the power connections on the card as well.. again make sure its fully seated and non of the wires are being pushed back out the backside of the adapters.

I would have said change your refresh rate to 120 Hz if you're using a high refresh rate monitor, but it doesn't look like you're using one.

Thanks for the suggestions.  Indeed, my ASUS monitor only does 60 Hz.

I've triple checked the data and power connections.  If I can locate another cable I will try swapping cables.  It does seem peculiar, though, that the cable I have been using with the integrated graphics processor should fail at precisely the time I am adding a GPU.  Sadly, I don't have any other ideas.

If you are seeing purple or other colored artifacts it starts to point towards a faulty gpu. But it seems odd it only happens on the desktop under no load but no in games which would point to something in Windows. It could even be your monitor since it's so infrequent it could be hard to track down .

But if you really belive the gpu is the cause talking with evga support doesn't feel like an arugment at all. They may ask what steps you have been able to do and to try a few others or even just execpt the RMA after a reply it just depends how well you explain and will vary by the rep

    I'm leaning toward a bad cable/faulty input/output myself.

Try rolling back the driver to 368.81. From the research that I've done it seems that every driver after 368.81 has the screen flicker issue. Hope that helps.

I'm here looking for answers to pretty much the same question or did I some how end up with its twin? EVGA GeForce GTX 1060 SSC GAMING [06G-P4-6264-KB could be 64 or 84 in that number the slashing they do with the sticker makes it hard to tell. Anyways  the one I have cuts off and no like a blank screen saver turning on and off. Has anyone seen this problem?
I'm using the DVI-D port with and adapter to VGA on an Ativa monitor full 1080p res. It has HDMI ports but it is in use by another computer at this time so I know its not the monitor the other is working just fine on the HDMI. I had a EVGA 660Ti in the same spot I put this 1060 in and it was working right. Other than the flashing on and off the card seems to be working. I've had it under full load of Folding at Home all day since about 10am this morning its now 6:05pm and folding well.

I may have found the problem, but maybe to soon to tell.
I just checked the refresh rate it was auto set to 59Mhz I changed it to 60Mhz
and the flashing from desktop to a black screen has stopped as soon as I changed it.

I'll post back if things change, but so far its looking good.

Edit well that wasn't it, but not as often as it was. Almost as soon as I posted it started again.
I will now that I have time use DDU and try some different drives. Wish me luck.
If I find the problem fix I will update so to help others that might run into this problem.

My guess would be that its the adapter or the line your using to connect with or both potentially conflicting since everything seems to work the way its suppose to, for the most part, and with other things.

Bump: Looking at the GPU & memory clocks do those look about right for a stock clock for a SSC model under load?? See SS above for clocks.
This was a second hand card off Fleebay so I'm wondering if the vbios has been modded to up the clocks & maybe part of the problem.
I have a PNY 1060 the clocks are about the same under full load & I know it has a mod bios it was used in a big mining Co. setup with many more with the same vbios.
    Thanks in advance.

sorry, i missed your gpuz pic earlier. im not finding a link there for your acx3 and that bios you linked says its unverified. you can call evga with your part number and maybe your serial number too and they can inform you which bios is correct.

There should be a vbios sticker on the back of your card to tell you which vbios is the original.

    No problem.

vbios numbers on the back sticker match what GPUZ says, so I kind of wonder why it has never been verified as a good vbios for the EVGA 1060 SSC at TPU.
Anyways I have found the fix for my original problem. I got in today an adapter HDMI to VGA and now the flickering to black screen is gone
and the card seems to be working correctly now. So DVI-D to VGA adapter seems to have been the cause even tho this worked correctly on two
different video cards one being the PNY 1060 but on different computers. As always keep pushing & trying different things a problem fix may be there.

You might want to see if the monitor has a bios update or try a higher quality cable. It might be that the HDMI cable being used doesn't meet HDMI 2.0 standards.

I'm not even using an HDMI cable, read my post again I'm using an "adapter" "HDMI to VGA" VGA plug/cable coming from the monitor.
The Monitor has VGA cable coming out of the back of it but it also has HDMI plug you can use but is in use by another computer at this time.
I'm using the Monitor as a KVM-like device running two computers/video cards off one Monitor. Ativa Model: AT240HP
