Keep getting defective 1080 ti's from RMA

My first 1080 ti, bought at launch, would intermittently stop displaying video I would have to power cycle the PC a few times to get it to display. 
 
Second 1080 ti from RMA worked for 2 weeks before it started crashing, I would have to lower my resolution to 1280x720 in games with low settings to prevent it from crashing right away (still crashed after 3 hours). 
 
Third 1080 ti from RMA stutters nonstop. Very similar to microstutter from SLI. Getting 150-200 FPS in games but motion isn't fluid, randomly my head will stop turning mid motion as if I'm frozen and then pick back up. 
 

 
Tried a different system with all 3 cards, fresh install of windows fresh install of drivers. Even tried the same drivers I use using with my original 1080ti before it started acting up.
 
Forget EVGA.

    Did you also try different monitors and video cables ?
     
    Which Nvidia drivers and what part of the "Nvidia package" did you install ?
     
    Which OS , details

    And they all had issues in another system? If yes, that is just bad luck, or your psu may be damaging your cards. How old is the psu in your rig?
