Z270 Classified K won't boot with more than 5 GPUs

Hey everyone,
 
I am attempting to use this board for cryptocurrency mining. With 4 GPUs (all are EVGA GTX 1070s) everything works great. However, when I add a 5th GPU, (doesn't matter which specific slot, GPU, or riser it is) the board POSTs but Windows fails to boot (freezes at the "Starting Windows" black screen). I am using Windows 7 64-bit. Ubuntu and Windows 10 could boot successfully but did not recognize all the GPUs when more than 3 or 4 were installed. My power supply is sufficient, all power connectors on the motherboard are hooked up, and all GPUs and PCI risers are tested and working correctly. I am using the 1.03 BIOS (1.01 did not work correctly with even just 3 GPUs), I might try the 1.02 version next just to see if it works.
 
I have tried setting PCI devices to Gen 1 in the BIOS. Other miners recommend enabling 4K encoding in the BIOS as well for Z270 boards but the EVGA board doesn't seem to have that setting. Are there any other suggestions?

    I believe that Z170 doesn't allow for that many Gpus. Could also be that you dont have enough power
