So I noticed while running Heaven benchmark at stock speeds that my card's power and voltage limit is spiking between 0 and 1 a crazy amount. Is this a cause for concern or normal?

Are your clockspeeds being reduced a lot? If not, then I wouldn't overly worry about it. The 1080 Ti is power limited by Nvidia, and most of them hit those limits a lot depending on the game and resolution.

Normal. It just shows what is limiting the card performance in every instant. 0 means that is not the factor limiting the performance and 1 means it is. In computer software 0 usually means FALSE and 1 means TRUE.

What would be consider being reduced a lot? This is my first time really getting into bench marking/overclocking. After a few minutes running the fire strike stress test with everything at stock settings my clock speed will boosted up to 1962 and the lowest it got was 1886 but it fluctuates frequently. Temps stayed at 60C

GPU Boost 3.0 is aggressive with GPU boost reduction due to thermals - the drop you're seeing isn't terrible for the temperatures that you are seeing. If you run the fanspeeds at max, to keep the temperature lower, the drop should be significantly less.

For reference, with my AIO watercooler keeping the GPU under 50C, I only see a 14MHz drop.
