Is there any inherent risk to buying "used" PSU cables?

Amazon warehouse has a bunch of EVGA white PSU cables for ~$15 off the price tag.  They pretty much all say that there is damage to the packaging, but they come in the original packaging.  If these were returned by people, is there a risk to using "used" cables?

    I would inspect every cable before use however if there is only packaging damage I highly doubt there would be issues with the cables.

    That's what I figured.  I've never bought anything from Amazon Warehouse so I wasn't sure if damaged packaging means new or returned.  I think I'll pick some up and just make sure the cables aren't jacked up

    I buy stuff from Warehouse Deals all the time - for the last few years.  Sometimes it is returned stuff, sometimes it's damaged packaging from someone opening it or from mis-handling at the warehouse.  Either way they won't specifically state if it's a returned item. Only had an issue once or twice and Amazon is really good about returning - no different than returning normal Amazon stuff!

    As long as there's no sign of damage to the individual cables there should be no issues.

    I would trust Amazon but I would look over the cables first. Odds are they where returned right away and in good shape but you never know. The other risk is someone probably returned the item. You never know what defect could have caused the return and if the cables might have been compromised.

    something like used PC parts I can't see myself buying, due to the fact that technology is man made so at some point it will break, for this reason I don't deal with refurbs, failure rate is higher than that of a brand new item.

    Double check the pinouts when you get them to be sure too. No use frying stuff for not looking for a few minutes first ;)

    As an opposite - I buy nearly everything I can as a refurb / open box / scratch & dent.  Not only PC parts but phones, electronics, appliances, etc...  This way I can get "nicer" (higher spec) items at or below the cost of lower end items and it has served me quite well over the years.  I generally have a rule that the item has to be priced at least 35%+ below the price of the item new - and I often get them closer to 50%+ off due to haggling in-store.  
     
    Also one could argue that the reliability of a refurbished device is higher than that of a new device because it has presumably been tested more thoroughly as compared to most stuff coming off the line only being spot checked.  Not only that but these days many refurbished items are coming with warranties that are close to or equal to a brand new item anyway.  In the OP case here we are talking about PSU wires.  Not really much to worry about - not like they are going to wear out.
