So ive noticed in a few games like mass effect and especially starcraft 2, ill have low frame rates and low gpu utilization, in the case of SC2, the FPs will drop to about 30fps, but the gpu will only be at 10-15% utilization. Does anyone know why this is happening, or more importantly, how to fix it?

You may need to post a little more info. Like what Graphics Card do you have? Most likely it is your CPU and Motherboard is what is holding your card back. It could also be your Monitor at a low resolution. Is your StarCraft II Patched?

If memory serves Starcraft 2 was released about 7 or more years ago so it would not surprise me if that game was coded more for CPU than for GPU.

Try setting the card to "maximum performance" for the games you play. The guide shows you how to do it as a global setting that keeps the card at max all the time and you probably do not want that. Just use the "program settings" tab and do the same thing for each game you play so it only applies to those games.

Per NVIDIA "maximum performance" is great for SLI and a Must but not so much for a Single Card.

It fixes the issue for me many times with just 1 card.

It is my Default setting on all my rigs being one card or more and I set to single monitor as well. But this is not really Gaming settings more for Coprocessor use. I did see issues on my 1060 3GB card setting this to "maximum performance" and ended up keeping the default settings.

Sounds like your cpu could be overheating/throttling since you said the fps will drop to about 30 fps.

Your right RJ, SC is a very cpu heavy game and ME is somewhat but not like the SC's. SLI worked well on ME but im not sure it would matter much on the SC games, but I don't know for sure.

its an asus maximus 5 formula and an i7 3770k, the temps arent going about 50 and the cpu utilization is at about 25-30%, so i dont see anything that would be bottle necking it, it really just looks like the card is being lazy, and it drops to 30 when theres any action, which I get there will be a drop, but for it to drop like that while it sits at 15% usage seems odd, if it dropped but was sitting at 100% I would understand why. And red, i tried that already, made zero difference.

1080 ti ftw3 windows 10 HP 64 bit Sajin 50c on gpu or cpu?
both, i think cpu was at about 48 or so and gpu was at 54 or right around there (room isnt exactly cool, AC is arizona during summer is super expensive especially during peak hours, so the house is at 76, and the room the computer is in is probably a few degrees higher)

It Sound like you may have pulled out your old card and put in your new EVGA GTX 1080 Ti FTW3 Graphics Card. 48C for that CPU is Really LOW being that it is a hot running CPU.

yep, multiple times since I first made that issue (normal usage restarts, not sitting there mashing the reset button until something magically happens)

Right click on the desktop, click "NVIDIA Control Panel," in the upper left select the "Manage 3D settings" option, now to the right you'll scroll down until you see "Power management mode," click on the right side's drop down menu, select "Prefer maximum performance," then finally click "Apply" in the lower right corner.

I get amazing fps with a 1080 ftw 2 on Mass Effect Andromeda, ultra everything @ 1980x1280. It's gotta be something with your setup, maybe cpu bottleneck or just not setup right with Nvidia Control Panel? I get over 70 fps in ME:A, so you should be able to get 90 or more I would think. I'll be testing out my own TI sometime soon once I decide to step-up. Best wishes. See ya!

Those scores look about right to me - especially the GPU tests as they are bang on.
