Those scores look about right to me - especially the GPU tests as they are bang on.

yea, i have a feeling its not an issue with the card itself, physically, I'm thinking theres some setting somewhere , its not an issue most of the time because it sits around 90 fps, but when it drops down below 60 during shootouts and stuff, and the usage is sitting at 40% i get pissed cuz you would think it would up the usage whenever it drops, especially when its got that much head room

Shootouts it drops GPU usage? That's a CPU bottleneck. The CPU actually does most of the heavy lifting when it comes to calculating shadows, and during a shootout with explosions going off (firearms, grenades, etc.) the CPU gets hit up hard for those calculations. When a CPU can't keep up, GPU usage drops because the GPU is waiting on those CPU calculations.
 
Turning down shadows, or turning them off entirely, may help with your low GPU usage in games where that happens.
 
Or you can just start playing DX12 games as they aren't as heavily single threaded, spreading the load across multiple threads instead of one primary thread.

I have a hard time believing its the CPU, if it were constantly at 100% usage then sure, but it never goes above 35% when playing SC2, or 80% in Andromeda

Retest with HT Disabled in the Bios.

Does 3dmark just report the memory speed wrong for ddr5x, or, half what it would for ddr5? As that memory speed is literally half what I would expect it to be, at 5500GHz Vs the 11GHz the 1080ti should be running at. And I was referring to the GPU score not overall/ combined, unless I've got myself mixed up that is, in which case, my bad.

It is more that the OP is thinking that his CPU not an holding his scores back. But then I am not sure.

Yeah I get the CPU is having an impact, it was just the memory speed looked off, but someone elses comparison also showed it at the same rate, so I guess it's just an oddity of ddr5x to x8 for the total not x4 as is the case for ddr5. Strange.

Depends on the program. Some report the full speed 11GBps, and some report 5.5GBps, and yet others report 2.75GBps - it's all in how the software was written.
