power surge keeps sending me to Bios, won't boot (EVGA 850 B2 Bronze 2 years old)

I was installing a Avermedia Capture card, there was a Surge, power went off. I reset the pc...it starts up...but goes to Bios and after I check everything and restart it goes back to the Bios...
 
After checking more, under Monitoring it shows 0.00 (in red) power on the 12 Volt Rail....
 
The only way I can get the pc to boot is to disable the Surge Alert...Once in windows 10, I notice that my GTX 1060 is working ok, The Avermedia Capture card tho detected by windows is not detected by the Avermedia software....
 
So first is it safe to use the PS with the Surge Alert off? and two is there really something wrong with the 12 Volt rail (I thought that was what powered the GPU but that seems to be working fine, tested it with Rage 2)...Is the 12 Volt rail the reason why the Capture card is not being detected? (the Capture card is one of those little PCIE cards not sure of the name for it, fits in that tiny slot)

    Asus anti surge? Yes, disabling it is fine as it's been known to cause false positives.

    False Positives, hmm well what about the fact the Bios lists the 12 volt rail as 0.0 volts is that also false?
