Faulty Evga RTX2080 ti FTW3 ultra, black screens error code 43 artifacts

All start with black screen when playing Battlefield V. When Windows 10 boots I get weird artifacts on the screen.  Drivers for the new card install but I get error code 43 in Device manager for the card. I can't change screen resolution without artifacts on screen and it says Windows has disabled the device, i stuck on 1024x768 resolution. 2080 Ti has the latest FW and I installed the latest Driver package . I uninstall the old Driver and run DDU Still not working. I tried the previous drivers versions still not working . Motherboard Bios to the last one released. Defective 2080 Ti Card? Tried two separate PCIe slots as well and all PCIe power cables. Motherboard to the Default Settings NO OC. Reinstall the 970 FTW I have and it all works fine . I think my 2080 Ti is defective

Samsung 970 EVO
G.Skill Trident Z RGB 16GB 3600MHz
Seasonic Prime Platinum 750W 80 Plus Platinum
